The role of Assistant Property Manager for Affordable Housing in Washington, DC, and the surrounding areas of Maryland and Northern Virginia is a full-time position with a salary range of $24 to $27 per hour. This role is vital in ensuring a safe and attractive living environment for residents, delivering high-quality service, maintaining resident satisfaction, and achieving operational efficiency along with strong financial performance for the properties managed. The Assistant Property Manager serves as the acting Property Manager in their absence, providing leadership and support to maintain continuity in property operations.

Key responsibilities include routine interaction with residents to address concerns professionally and courteously, implementing sales and marketing activities to meet occupancy goals, and maintaining up-to-date knowledge of market trends and competitive properties. The role requires strict compliance with Enterprise Residential’s policies as well as external regulatory requirements, including adherence to the Fair Housing Act. Duties also include leasing apartments, qualifying prospective residents, managing rent collections and delinquencies, and keeping accurate records. The Assistant Property Manager promotes resident services initiatives by engaging residents with social, educational, and planned community activities. Operational and financial reporting, property expense processing, and participation in required training sessions are also integral components of the job.

Though this position does not have direct reports, the Assistant Property Manager may fulfill supervisory duties under the direction of the Property Manager, including assisting with hiring, training, performance evaluations, and addressing complaints while complying with organizational policies and laws. The role requires a minimum of three years of experience in property management, leasing, or a related field, along with a high school diploma or GED. Preferred certifications include Certified Occupancy Specialist (COS) and Tax Credit Specialist (TCS) or equivalent credentials, or a commitment to obtain such certifications.

Candidates must possess strong organizational skills, the ability to work in a fast-paced environment managing multiple priorities, and excellent verbal and written communication skills in English. Problem-solving abilities, strong attention to detail, and proficiency in Microsoft Word and Excel are essential. The position demands a positive attitude, enthusiasm, excellent interpersonal skills, and a customer service orientation, particularly toward older adults. Reliable transportation is required to fulfill job responsibilities.

Job Qualifications

  • NCHM COS (Certified Occupancy Specialist) and TCS (Tax Credit Specialist) Certification or equivalent certification from a nationally recognized compliance training program and experience, or ability and commitment to obtain certifications
  • Ability to work in a fast-paced environment demonstrating strong organizational and follow up skills along with an ability to manage multiple priorities
  • Strong verbal and written communication skills with the ability to interact, in English, with a diverse group of associates, residents and external agencies

Job Duties

  • Interacts routinely with residents
  • communicates effectively, appropriately, and courteously with residents, associates, management and guests to ensure that all areas of concern are addressed promptly and professionally
  • Implements sales and marketing activities both on and off site to achieve occupancy goals
  • recommends strategies to adjust activities as needed in response to market conditions, competitive pressures, apartment turnovers, and other factors influencing occupancy
  • Complies with Enterprise Residential’s policies and procedures and external regulatory requirements
  • ensures solid understanding of Enterprise Residential’s operational and human resources policies and procedures
  • Ensures strict compliance with the Fair Housing Act, shows and leases apartments

  • Collects rents, monitors and manages delinquencies and collections, and maintains accurate records
  • Provides direction to the team in the absence of the Property Manager
  • Promotes resident services initiatives in conjunction with the Resident Services Department

  • Prepares, monitors, and distributes reports on a variety of operational and financial data
