Job Description

Under its AFCAP V Program, KBR supports the U.S. Air Force by delivering critical Dining Facility (DFAC) services to the 380th Expeditionary Force Support Squadron (EFSS) at Al Dhafra Air Base. These services include food service management, equipment maintenance and repair, as well as the inspection and cleaning of DFAC hoods and ducts, ensuring safe and efficient operations that support the Air Force's operational readiness and quality of life for personnel.

As part of a broader offering that also includes engineering support, vehicle leasing, power production, and base operations services within the Central Command area of responsibility (AFCENT AOR), KBR plays an essential role in sustaining military base operations in challenging environments. The Alternate Site Manager (ASM) position is a vital leadership role within this framework, providing direct operational oversight for DFAC services, ensuring consistent and uninterrupted meal service to a dynamic military population.

The ASM acts as the second-in-command at the ADAB DFAC, supporting the Site Manager to maintain the highest standards in food safety, sanitation, equipment functionality, and workforce management. This position is fully empowered to assume full authority over all DFAC operations in the Site Manager's absence, making it critical for maintaining mission readiness and compliance with contractual and military performance standards. The role demands strong leadership capabilities, as it involves supervising a multinational workforce comprising U.S. Navy personnel, local nationals, and other overseas contract nationals.

This position requires a proactive approach to managing daily staffing schedules, enforcing performance and safety standards, coordinating maintenance requests, and rapidly addressing operational deficiencies. The ASM is also responsible for meeting surge and contingency feeding requirements, supporting special events, and coordinating with multiple stakeholders such as Contracting Officer Representatives (COR), Administrative Contracting Officers (ACO), and EFSS leadership. High levels of organizational skills and communication expertise are essential to effectively manage inventory control, documentation, and compliance reporting requirements such as Contract Data Requirements Lists (CDRLs).

Given the critical nature of DFAC operations in a forward-deployed environment, the ASM must be adept at navigating complex operational challenges while ensuring a zero-harm workplace culture. The role supports a vibrant, mission-focused team and plays a key part in ensuring quality meal service and safe food handling under demanding conditions. Job Requirements

Job Duties

  • Maintain a zero harm workplace enforcing safety sanitation and food safety compliance at all times
  • Support and execute day-to-day DFAC operations ensuring seamless meal service sanitation and customer support
  • Assume full operational control in the absence of the Site Manager with authority to direct all personnel and subcontractors
  • Supervise and coordinate multi-national workforce ensuring accountability and performance
  • Manage daily staffing scheduling and shift coverage ensuring operational continuity across all meal periods
  • Enforce compliance with PWS performance objectives including food safety sanitation temperature controls and service throughput
  • Oversee DFAC equipment maintenance and repair coordination ensuring required response timelines are met
  • Support inspection cleaning and maintenance of hood and duct systems in coordination with safety and fire requirements
  • Monitor and enforce quality control programs ensuring adherence to all contractual and regulatory standards
  • Coordinate directly with COR ACO EFSS leadership and other stakeholders to resolve issues and align operations with mission requirements
  • Ensure timely reporting and documentation including support to CDRLs continuity books and operational tracking
  • Maintain inventory accountability stockage levels and supply chain coordination
  • Rapidly address operational deficiencies ensuring acknowledgment within 24 hours and resolution within 48 hours
  • Support surge operations special events and contingency feeding requirements
  • Ensure compliance with LN OCN monitoring escort requirements and badging procedures where applicable
