The role of Weatherization Assessor/Inspector I/II at KCAO is pivotal in advancing the organization's mission by helping homeowners and tenants improve their energy efficiency. This full-time, non-exempt position offers a competitive compensation structure based on experience and certification level, with pay scales ranging from a minimum of $25.48 to a maximum of $36.00 per hour. The Weatherization Assessor/Inspector is responsible for evaluating client homes for eligibility in weatherization programs, inspecting completed work to ensure compliance with all program standards, and contributing directly to the agency’s efforts in energy conservation and community development. Level II Assessors/Inspectors carry additional responsibilities, including advanced inspections in line with Department of Energy (DOE) contracts and serving as trainers for Level I staff.

In the scope of their duties, Weatherization Assessors/Inspectors are expected to conduct detailed home assessments identifying opportunities for energy efficiency improvements such as weather stripping, window replacements, and the installation of low-flow showerheads. They meticulously document findings, prepare work lists and cost estimates, and carry out diagnostic tests to address health and safety issues within homes. Inspectors verify the quality and proper installation of weatherization measures, gather necessary documentation for grants and funding compliance, and maintain comprehensive files on each home visited.

The Level II role extends these duties by conducting internal energy audits and providing expert recommendations for improvements. Level II inspectors are also crucial trainers, enhancing the skills and knowledge of Level I staff and serving as certified DOE inspectors who may conduct inspections for other agencies. The position demands excellent communication skills to engage with the community effectively and the ability to work flexible hours—including outside the traditional Monday to Friday, 8 a.m. to 5 p.m. schedule—to meet the program’s needs.

Candidates must meet educational and experiential requirements, which vary between the two levels but generally include an associate’s degree in related fields such as business management, construction management, or property management, or an equivalent combination of education and relevant experience in construction, housing rehabilitation, or community development. Certification in OSHA 10, Weatherization Basic Training, EPA Renovator, and other relevant credentials are preferred at hiring, with required certifications to be obtained within six months of employment supported by organizational resources.

  • 3 years of experience in weatherization, construction, community development, housing rehabilitation, or property rehabilitation
  • Certifications are preferred at time of hire
  • however, employees who do not possess required certifications shall obtain such certifications within six months of employment
  • The organization provides access to training and professional development resources to support attainment of required credentials and progression within the classification series

  • Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours
  • Meet and maintain KCAO hiring requirements which include Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI), National Sex Offender Public Website (NSPOW), and the California Sex and Arson Registry (CSAR) (Megan's Law)
  • Reliable, insured transportation and valid California Driver License
  • Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer
  • Health examination with tuberculin clearance
  • Ability to be contacted outside of regularly scheduled work hours in case of emergency
  • Travel in and outside of the County for assessments, inspections, and training purposes

Job Duties

  • Assess client homes to identify eligibility for weatherization measures such as weather stripping, low flow shower heads, window replacement, and other energy efficient measures
  • Complete assessments, create work lists, and cost estimates as needed on eligible households
  • Perform diagnostic testing in homes for health and safety purposes
  • Plan weatherization and housing repair work needed to meet program requirements and objectives during the assessment process
  • Inspect client homes to confirm proper installation of all weatherization measures such as weather stripping, low flow shower heads, window replacement, and other energy efficient measures as identified in initial assessment
  • Photograph inspected measures, as required
  • Verify that all work meets quality expectations of KCAO and grant funding requirements
  • Assemble related documents required by funders
  • Create a complete file for each inspected home
  • Review files for accuracy and completeness, to ensure readiness for billing
  • Submit completed files for processing to department staff once all required measures have been installed and inspected
  • Establish rapport with community to promote the program services
  • Respond to client inquiries in a timely manner
  • Participate in staff meetings and attend other meetings and seminars as directed
  • May attend outreach functions to promote department programs
  • Perform other duties as assigned
  • Conduct internal energy audits and make recommendations for improvement
  • Serve as the internal trainer for the Weatherization Assessor/Inspector I position
  • Serve as the certified DOE inspector for the agency
  • May conduct DOE inspections for other agencies on behalf of KCAO
