Job Description

Kings Community Action Organization (KCAO) is a well-established private nonprofit organization serving Kings County, California, since 1965. KCAO is currently seeking qualified candidates for the position of Weatherization Assessor/Inspector I/II. This role is a full-time, non-exempt position offering competitive compensation based on skill level and experience. The salary range for Weatherization Assessor/Inspector I starts at $25.48 and can go up to $32.61 across six pay steps, while the Level II position offers a salary range from $28.12 to $36.00, also within six steps. This comprehensive role plays a critical part in the organization’s weatherization program, which focuses on improving energy efficiency for eligible households within the county.

As a Weatherization Assessor/Inspector, the individual’s responsibilities include evaluating client homes to determine eligibility for various energy-saving measures such as weather stripping, low-flow showerheads, window replacement, and other weatherization improvements. The role involves performing diagnostic tests inside client homes prioritizing health and safety, preparing detailed work plans, cost estimates, and ensuring complete compliance with program standards and funding guidelines. The Level II position carries additional responsibilities including conducting advanced inspections for Department of Energy (DOE) contracts, serving as a certified DOE inspector for the agency, and providing training and support for Level I staff.

Job Requirements

  • Associate's degree or high school diploma with relevant experience
  • 2 to 3 years related experience in construction, weatherization, or property rehabilitation
  • OSHA 10 certification
  • Weatherization Basic Training certification
  • EPA Renovator certification
  • Combustion appliance, duct, and shell certification
  • Assessor and inspector certifications
  • For Level II, QCI/BPI and REM Auditor certifications
  • Ability to work variable hours including non-standard business hours
  • Criminal record clearance including DOJ, FBI, and child abuse indexes
  • Reliable, insured transportation and valid California Driver License
  • Acceptable motor vehicle report
  • Health examination with tuberculin clearance
  • Ability to be contacted outside regular work hours for emergencies
  • Willingness to travel within and outside the county for work-related purposes

Job Qualifications

  • Associate's degree in business management, construction management, property management, or related field
  • 2 years of experience in construction, community development, housing rehabilitation, or property rehabilitation
  • High school diploma or equivalent
  • 3 years of experience in weatherization, construction, community development, housing rehabilitation, or property rehabilitation
  • Certifications such as OSHA 10, Weatherization Basic Training, EPA Renovator, Combustion Appliance, Duct, and Shell, Assessor and Inspector certifications
  • Level II certifications including QCI/BPI and REM Auditor
  • Ability to work variable hours and days
  • Must meet KCAO hiring requirements including criminal record clearance and valid California driver license
  • Reliable and insured transportation
  • Ability to travel for assessments, inspections, and training

Job Duties

  • Assess client homes to identify eligibility for weatherization measures such as weather stripping, low flow shower heads, window replacement, and other energy efficient measures
  • Complete assessments, create work lists, and cost estimates as needed on eligible households
  • Perform diagnostic testing in homes for health and safety purposes
  • Plan weatherization and housing repair work needed to meet program requirements and objectives during the assessment process
  • Inspect client homes to confirm proper installation of all weatherization measures such as weather stripping, low flow shower heads, window replacement, and other energy efficient measures as identified in initial assessment
  • Photograph inspected measures, as required
  • Verify that all work meets quality expectations of KCAO and grant funding requirements
  • Assemble related documents required by funders
  • Create a complete file for each inspected home
  • Review files for accuracy and completeness, to ensure readiness for billing
  • Submit completed files for processing to department staff once all required measures have been installed and inspected
  • Establish rapport with community to promote the program services
  • Respond to client inquiries in a timely manner
  • Participate in staff meetings and attend other meetings and seminars as directed
  • May attend outreach functions to promote department programs
  • Perform other duties as assigned
  • Conduct internal energy audits and make recommendations for improvement
  • Serve as the internal trainer for the Weatherization Assessor/Inspector I position
  • Serve as the certified DOE inspector for the agency
  • May conduct DOE inspections for other agencies on behalf of KCAO
