Job Description

GovCIO is currently seeking a VistA Transition Subject Matter Expert (SME) to support the Department of Veterans Affairs (VA) Health Portfolio. This role is critical to the Department's Electronic Health Record Modernization (EHRM) initiative, which aims to transition legacy VistA applications to more modern healthcare IT systems. As a senior technical resource, the VistA Transition SME will be responsible for analyzing, planning, coordinating, and executing tasks related to the migration and integration of these applications during EHRM deployments.
The SME will work closely with multidisciplinary teams including the Lead VistA Transition SME, Project Manager, Data Analysts, Technical SMEs, Technical Writers, government stakeholders, and site personnel. This collaborative environment ensures that the transition process addresses all technical and operational aspects necessary for a successful deployment. Responsibilities will include supporting site readiness assessments, transition planning, cutover execution, post-deployment validation, and ongoing operational monitoring. The SME also serves as the primary technical liaison for assigned implementation sites, providing expert advice on VistA applications, user workflows, access permissions, and transition impacts.
This fully remote position requires work during core business hours Monday through Friday from 8:00 AM to 5:00 PM Eastern Time, with periodic weekend support during critical deployment and cutover phases. The salary range for this role is competitive, offering between $135,000 to $145,000 annually, reflecting the senior level of expertise and experience required.
The ideal candidate will possess extensive experience with VistA menu structures, security keys, user access management, patch analysis, and operational metrics analysis. They must demonstrate strong analytical, communication, and collaboration skills, with proven ability to work independently and lead geographically dispersed teams in a remote, Agile environment. Experience with the VA healthcare IT environment, Identity and Access Management (IAM), and HealthShare technologies will be highly beneficial.

Job Qualifications
- Bachelor's degree in engineering, computer science, systems, business, or a related scientific or technical discipline

Job Duties
- Analyze VistA applications, package functionality, menus, HL7 interfaces, tasked jobs, security keys, and user access to assess transition impacts and modernization requirements
- present educational content and technical findings to project leadership and stakeholders
- conduct VistA application usage analysis using enterprise reports, Grafana dashboards, and other data sources to identify trends and support transition decisions
- develop implementation playbooks, VistA Usage Evaluation (VUE) reports, supporting documentation, and transition recommendations
- support site readiness, cutover, deployment, and post-implementation validation activities, including review of application activity, interfaces, and menu usage
- present technical findings and recommendations to project leadership, stakeholders, and implementation teams
- ensure the quality, accuracy, and completeness of implementation deliverables, technical documentation, and peer work products
- recommend transition improvements based on VistA usage analysis, operational findings, and customer feedback
- contribute to continuous improvement of VistA transition processes, methodologies, and best practices
