The Tribal NEPA Specialist position at Onterris is a remote, full-time role offering an annual salary ranging from $70,500 to $95,000, plus an annual bonus linked to experience, skills, and geographic location. The role supports Onterris' work with Tribal Nations to establish meaningful collaborations with Tribal communities, enhance cultural proficiency within the organization, and foster respectful partnerships. This specialist will be instrumental in managing environmental projects related to sustainability and conservation, with a focus on Tribal fee-to-trust projects and NEPA (National Environmental Policy Act) compliance.
The responsibilities of the Tribal NEPA Specialist include supporting deputy or assistant project management tasks, conducting environmental planning and coordination, and assisting in the preparation of critical environmental documents such as Environmental Assessments (EA) and Environmental Impact Statements (EIS). Candidates will support biological and cultural assessments and help manage communications with Tribal governments and Indigenous communities regarding housing, gaming, agricultural, renewable energy, brownfields, and other initiatives. The role demands advanced knowledge often obtained through education and professional experience, with independence in managing projects and providing guidance to team members.
Other key duties entail data gathering, preparing sections of CEQA/NEPA documentation, assisting with permit applications (including Clean Water Act 404/401, National Historic Preservation Act 106, and Endangered Species Act Section 7 permits), budgeting, and schedule tracking. Strong communication skills are essential for meeting client expectations and maintaining project workflow. The position also emphasizes maintaining confidentiality, workplace safety compliant with OSHA regulations, and active participation in continuous improvement programs.
Ideal candidates possess a B.A. or B.S. degree in Environmental Planning, Environmental Studies, or a related discipline, coupled with 2-5 years of experience specifically in environmental planning. They have demonstrated expertise in NEPA documentation, Fee-to-Trust applications for Tribal Nations, and a firm grasp of environmental regulatory frameworks. Experience with Tribal Nations and understanding their unique environmental needs is preferred. Candidates should be skilled in technical report writing, data analysis, and social-cultural sensitivity. Job Duties
- Provide deputy/assistant project management and environmental planning knowledge for tribal fee-to-trust projects
- Support environmental impact analysis and coordination of biological and cultural assessments
- Conduct NEPA and/or CEQA research and document production
- Implement comprehensive strategies for engaging with Tribal Nation partners and coordinate relationship-building
- Maintain transparent communication with Tribal governments and Indigenous Communities on various environmental projects
- Assist in data gathering and writing sections for CEQA/NEPA documents
- Prepare permit applications and coordinate with consultants, project team members, clients, and regulatory agencies
- Assist project managers with budget and schedule tracking
- Maintain confidentiality at all times
- Follow company safety rules and OSHA regulations
- Participate in continuous improvement programs and support team efforts
- Stay current on industry trends through training and professional development
- Perform other duties as assigned
