Currently, LMI is seeking an experienced Activation Project Manager to join their team under the Integrated Outfitting, Transition and Activation (IOTA) contract. This role is based in El Paso, TX, and involves comprehensive activation services focused on transitioning, installing, and implementing move plans to ensure a new clinic facility is fully operational by Day One. The Activation Project Manager will play a critical role in facilitating a smooth transition from the existing setup to the fully functional new facility, delivering exceptional coordination and oversight throughout the process.
The role involves leading pre-activation planning, which includes working closely with users and stakeholders to define new workflows and processes essential for the operational readiness of the new facility. This requires conducting detailed workflow assessments, considering patient transport, staff egress, equipment and supply movement, safety, and security, all aimed at optimizing patient care within the space and design of the new clinic. Additionally, the Activation Project Manager will create and maintain a comprehensive delivery, installation, testing, and acceptance plan to ensure all furnishings, fixtures, and equipment (FF&E) are accounted for and properly handled.
Implementation and coordination duties include managing schedule development, aligning acquisition and installation timelines, and coordinating transition activities with various project schedules. The ability to work effectively with vendors and internal teams to ensure timely and accurate placement of equipment in designated rooms is crucial to the role. Facility and equipment management responsibilities encompass overseeing delivery and installation logistics, managing labor and materials, and ensuring detailed record-keeping for all FF&E installations.
Site management is integral to this position, requiring collaboration with project managers to uphold site safety, security, and waste management standards during all activation phases. Post-occupancy support is equally important, with the Activation Project Manager facilitating government acceptance of installation services, resolving issues, and supporting biomedical engineering teams with inspections and equipment testing in compliance with standards.
This position also involves developing employee orientation programs that help new staff acclimate to the new facility through structured plans and distribution of orientation materials. Finally, the Activation Project Manager will manage project closeout activities, including final facility turnover, documentation completion, and conducting post-occupancy evaluations to foster continuous improvement.

Job Requirements
- Must be a U.S. citizen
- subject to background and security investigation
- must be located within commutable distance to El Paso, TX
- travel may be required
- applicants must meet eligibility requirements for U.S. Government security clearance
- only U.S. citizens eligible for security clearance
- experience including at least 5 years of project management with 3 years in healthcare Initial Outfitting, Transition, and Activation
- bachelor’s degree in relevant field preferred
- strong project management and communication skills
- proficiency in project management software
- knowledge of healthcare infrastructure and operations
Job Qualifications
- Minimum of 5 years demonstrated project management experience
- at least 3 years experience in healthcare Initial Outfitting, Transition, and Activation services
- bachelor's degree in relevant field such as Health Administration, Business Administration, or Architecture preferred
- proven experience with comprehensive activation services including planning, coordination, installation, and post-occupancy support
- strong project management skills
- excellent communication and leadership skills
- in-depth knowledge of healthcare infrastructure, facility operations, and clinical services

- demonstrated experience in conceptual advance planning and detailed implementation
- experience creating or updating Transitional CONOPs
- knowledge of VA inventory management systems and biomedical equipment standards

Job Duties
