Located within the Space Sector of Northrop Grumman, the Mission Enabling Products (MEP) Business Unit is instrumental in designing, building, and delivering space, defense, and aviation-related systems to customers globally. The Test Engineering Manager 2 position is based in Oxnard, CA and plays a critical role in supporting key space missions. This leadership role involves managing a diverse and skilled team of approximately 15-20 test engineers and technicians who are responsible for space hardware testing across multiple programs. The manager balances functional team leadership responsibilities such as staffing, performance reviews, and mentoring with direct program-level support to ensure that test engineering objectives are met on time and within budget. Roughly 20 percent of the role's focus is dedicated to functional management, with the remaining 80 percent providing hands-on engineering management and technical expertise to deliver exceptional results.
In this role, the Test Engineering Manager 2 ensures all test activities align with stringent program cost, schedule, and quality requirements. They provide technical oversight for test engineering deliverables including procedures and ground support equipment (GSE) requirements, and ensure product and test readiness meet rigorous standards. They act as the primary technical liaison between test engineering, system engineering, design engineering, and other interdisciplinary groups to promptly resolve any test-related issues and maintain seamless program execution.
Additional responsibilities include developing and implementing staffing strategies, setting clear performance goals, delivering regular feedback, conducting performance reviews, supporting salary review processes, and fostering a high-performance culture of accountability and empowerment within the team. The manager also supports continuous improvement initiatives including Root Cause and Corrective Action (RCCA) investigations and Failure Review Board (FRB) processes to drive rapid resolution of issues.
Candidates for this role must have a strong background in aerospace and defense space hardware testing, leadership experience, and the ability to manage multiple shift schedules including oversight of 24/7 technician support. This position offers a competitive salary range of $146,600 to $219,800 and may also include eligibility for overtime, shift differential, discretionary bonuses, and long-term incentives. Job Requirements
- Bachelor's degree in a STEM discipline and 8+ years of engineering experience or Master's degree in a STEM discipline and 6+ years of engineering experience
- Experience with testing space hardware in aerospace and defense industry
- Experience leading, mentoring, and developing engineering teams
- Knowledge of workforce and resource planning, including allocating resources, managing workloads and forecasting staffing needs
- Must be able and willing to obtain and maintain a DoD Secret clearance
- Ability to support multiple shift schedules, including 1st and/or 2nd shift and supervise 24/7 technician operations
Job Qualifications
- Bachelor's degree in a STEM (Science, Technology, Engineering or Math) discipline with 8+ years of engineering experience or a Master's degree in a STEM discipline with 6+ years of engineering experience
- Experience with testing space hardware in the aerospace and defense industry
- Experience in leading, mentoring, and developing engineering teams to deliver technical solutions within cost and schedule constraints
- Knowledge of workforce and resource planning including allocating resources across programs, managing workloads and priorities, and forecasting staffing needs
- Must be able and willing to obtain and maintain a DoD Secret clearance
- Prior leadership experience in functional management
- Demonstrated experience in environmental (thermal cycling and vibration) and deployment testing of space hardware
- Hands on experience with Earned Value Management (EVMS), Integrated Master Schedules (IMS), and Basis of Estimate (BOE) development
- Direct involvement in the System Engineering Technical Review process (SRR, PDR, CDR, and TRR)
- Strong background in technical planning, risk and opportunity management, and driving project outcomes across cost, schedule, and technical quality
- Experience partnering with customers to negotiate test requirements and ensure mutual alignment
Job Duties
- Direct test engineers and technicians assigned to concurrent space programs
- Ensure that day to day test execution aligns with program cost and schedule goals
- Provide technical oversight to guarantee the quality of all test engineering deliverables including procedures and GSE requirements
- Ensure product and test readiness to meet rigorous program standards and deliverables
- Serve as the primary technical liaison between test engineering and system, design, and other engineering groups to resolve test-related issues
- Define and execute staffing strategies for test engineers and technicians
- Set clear performance goals, deliver regular feedback, and conduct performance reviews
- Support the annual salary review process
- Enforce, refine, and improve Test Engineering processes
- Foster a culture that empowers individuals, promotes high performance, and establishes shared accountability with program teams
- Occasionally contribute to proposal activities, continuous-improvement initiatives, Root Cause and Corrective Action (RCCA) and Failure Review Board (FRB) investigations
- Drive to rapid resolution and effective corrective actions
- Support multiple shift schedules including 1st and/or 2nd shift and supervise technicians on a 24/7 schedule
