Located in Baltimore, MD, Enterprise offers a full-time hybrid position for a Temp Compliance New Construction and Resyndication Lead Analyst. This role is vital for ensuring that all policies and procedures related to affordable housing at new construction lease-up properties and those undergoing resyndication with tax credits are properly implemented and communicated. Working closely with site managers and senior property staff, this position oversees compliance with regulations set by federal, state, and local housing agencies such as HUD, LIHTC, HOME, PBV, and RAD.

The Lead Analyst is responsible for training property managers and leasing staff on eligibility criteria, income verification, and documentation standards to ensure regulatory adherence. This person serves as a liaison between corporate leadership and site teams to maintain consistent compliance messaging and execution. Key duties include monitoring lease-up progress, managing tenant file processing, conducting pre-occupancy audits, and guiding properties through the resyndication process, ensuring smooth transitions under new tax credits or funding programs.

Additionally, the role involves maintaining meticulous records of tenant eligibility, income certifications, and lease agreements, submitting timely compliance reports, and tracking critical deadlines such as recertifications and compliance periods. The Lead Analyst must stay current with evolving housing regulations and program requirements and interpret how these impact property operations and tenant eligibility.

Ideal candidates will have at least three years of experience reviewing property management lease-up and resyndication files, along with knowledge of affordable housing compliance and regulatory frameworks. A high school diploma or GED is required, with a bachelor’s degree preferred. Proficiency with compliance technologies like Yardi and strong organizational, communication, and problem-solving skills are essential. Job Requirements

  • Possess and maintain timely and reliable transportation
  • Ability to travel to any community in the Enterprise Residential Properties portfolio if needed, including out of state, overnight, and extended stays
  • High school diploma or GED
  • Minimum of three years experience in affordable housing compliance
  • Proficiency with Microsoft Office and compliance software
  • Strong communication skills
  • Ability to work independently and manage multiple priorities
  • Ability to read and interpret policies, safety notices, and business correspondence in English

Job Qualifications

  • Minimum of three years experience in reviewing lease-up and resyndication files
  • Knowledge of affordable housing compliance and regulatory requirements including HUD, Tax Credit and State/Local programs
  • Ability to set priorities and maintain annual work plan progress
  • Experience with technology solutions for compliance management, preferably Yardi
  • High school diploma or GED required, bachelor’s degree preferred or relevant experience
  • Strong financial acumen and ability to understand basic financial calculations
  • Demonstrated project management experience
  • Strong organizational, verbal, and written communication skills
  • Ability to apply reason, logic, and advanced problem-solving skills
  • Proficiency with Microsoft Word and Excel and ability to quickly learn new applications

Job Duties

  • Ensure compliance policies from ownership, management, and regulatory agencies are implemented at the site level
  • Train property managers and leasing staff on eligibility requirements, income verification, and documentation standards
  • Serve as the compliance liaison between corporate leadership and on-site teams
  • Oversee tenant file processing and approval during initial lease-up to ensure all residents meet program eligibility criteria
  • Monitor leasing progress to align with regulatory deadlines and tax credit requirements
  • Conduct pre-occupancy and initial compliance audits to identify and correct errors early
  • Manage the transition process when properties are re-financed or restructured under new tax credits or funding programs
