The Structural Planner Estimator position at Life Cycle Engineering plays a crucial role in supporting the Puget Sound Naval Shipyard's Engineering and Planning Department at Bremerton, WA. This role focuses on the structural aspects of shipboard systems, specifically for submarines, engaging in activities such as project and material planning, technical document development, packaging, and records management. Employees in this role work directly with submarine mechanical, electrical, or structural systems, ensuring proper planning and execution of maintenance, repairs, and upgrades. A key part of the job includes providing detailed technical support, trouble desk assistance, and engineering technician services. The work involves evaluating actual shipboard conditions through ship checks and creating comprehensive task group instructions and technical work documents using specialized systems such as AIM, AIM-XP, ATIS, SDI, JEDMICS, CITIS, and SECNET.
The Structural Planner Estimator is responsible for researching and ordering materials, preparing quality assurance documentation, compiling allowance parts lists, and mentoring junior engineers on various shipboard systems. This role demands a high level of expertise in Los Angeles Class and Virginia Class submarine maintenance, repairs, and modernization efforts, with specific focus on structural components such as the superstructure, fairwater, pressure hull, ballast tanks, internal bulkheads, and more. Candidates must have a strong foundation in various technical systems and standards, including AIM, ATIS, CITIS, SDI drawings, Submarine Maintenance Standards, and relevant Navy instructions related to SUBSAFE and flight control systems. Effective communication, organizational skills, and mentorship capability are essential in this role.
The position requires U.S. citizenship with eligibility to obtain and maintain a DoD Secret security clearance, a bachelor’s degree or equivalent experience, and at least ten years of practical engineering experience related to naval ships or military shipyard environments. The job's physical demands include regular physical activity such as walking, climbing stairs, bending, and prolonged periods of standing and sitting, with the necessary ability to communicate and utilize various office and technical hardware.

Job Requirements
- Must be a US citizen with the ability to obtain/maintain a DoD Secret security clearance
- Bachelor's degree or equivalent work experience
- At least 10 years practical engineering experience in relevant naval or shipyard environments
- Extensive experience in Los Angeles Class and Virginia Class submarine maintenance and modernization
- Knowledge of submarine structural systems
- Familiarity with Advanced Industrial Management systems and technical information platforms
- Ability to communicate effectively both verbally and in writing
- Strong organizational and mentoring skills
- Physical ability to perform required activities including walking, climbing stairs, bending, stooping, standing, and prolonged sitting
- Ability to use office and computer equipment
Job Qualifications
- Bachelor's degree or equivalent work experience
- At least 10 years practical engineering experience including operation, test, maintenance, and repair of naval ships or equivalent military or shipyard experience
- Extensive experience in Los Angeles Class and Virginia Class submarine maintenance, repairs, and modernization
- General knowledge of structural systems including superstructure, fairwater, pressure hull, ballast tanks, built-in components, internal bulkheads, water tight hatches, trucks and enclosures, platforms, walking flats, and non-structural bulkheads
- Familiarity with AIM, ATIS, CITIS, SDI drawings, Allowance Parts Lists, Submarine Maintenance Standards, MRQT, and MAT
- Understanding NAVSEAINST 4855.34 and AVSEANOTE 5000 certifications for SUBSAFE, Fly-By-Wire Ship Control Systems, and Deep Submergence Systems
- Excellent communication and interpersonal skills
- Strong organizational skills
Job Duties
- Provide trouble desk support and engineering technician services including developing detailed specifications, materials, QA, and test requirements
- Perform ship checks for actual shipboard conditions
- Prepare and develop task group instructions and technical work documents using AIM, AIM-XP, ATIS, SDI, JEDMICS, CITIS, and SECNET
- Review job summaries and TGIs written by planning yard EPD
- Research and prepare JMLs and order all materials via MRQT using APLs as needed
- Provide mechanical design engineering technician support
- Review, revise and issue Ships Force CU phases of scheduled project maintenance and testing
- Prepare Quality Assurance documents in conjunction with DM2
- Compile Allowance Parts Lists
- Conduct ATIS, CITIS, and SDI drawing research
- Complete Unrestricted Operations and Maintenance Requirement Cards
- Mentor junior engineers on various shipboard systems
