Job Description

Bill Wilson Center is a dedicated social service organization located in Santa Clara County, committed to serving children, youth, young adults, and families. Established in 1973, the center has been providing critical support to runaway and homeless youth while expanding its services to include housing, mental health care, supportive services, and advocacy. The role of Shelter Manager at Bill Wilson Center involves managing the daily operations of the Family Shelter, which offers a safe and welcoming environment for homeless families. This position is critical in maintaining continuous, 24/7/365 coverage at the shelter through effective collaboration with other Shelter Managers. The manager will lead the staff by overseeing recruitment, training, performance evaluations, and conflict resolution to ensure program objectives are met efficiently and compassionately. This leadership role also encompasses program management duties such as developing shelter programs, ensuring compliance with agency policies and contract requirements, and handling budget oversight in conjunction with organizational leadership. The Shelter Manager plays an essential client-facing role, maintaining confidentiality, addressing guest concerns, and creating a supportive atmosphere that promotes community safety and wellbeing.

Administrative responsibilities include maintaining accurate documentation within the Electronic Health Record system, completing necessary reports, coordinating with grantors, and engaging in various task force and community meetings. The manager also acts as a representative of the shelter externally, building and nurturing relationships with other service providers, donors, government officials, and social service agencies. The role demands participation in advocacy efforts and community engagement to support families facing homelessness. The Shelter Manager is further responsible for ensuring safety protocols are followed, including grounds security and fire safety, as well as providing emergency support when necessary.

Given the multifaceted nature of the position, candidates should possess a Bachelor’s degree in Social Work, Sociology, Psychology, or a related field, along with at least two years of relevant managerial experience. Preferred candidates will have experience in shelter settings and with homeless clients. A strong skill set in communication, including bilingual abilities in English/Spanish or English/Vietnamese, and certifications like CPR and First Aid, are essential to this role. The physical demands involve occasional lifting and extended periods of standing and walking, while the work environment is typically moderate in noise level but requires flexibility and responsiveness to emergent client needs.

Job Requirements

  • Bachelor's degree in Social Work, Sociology, Psychology, or related field
  • Two or more years of relevant managerial experience
  • Experience in program planning and staff supervision or five or more years of field or lived experience
  • Preferred experience working with homeless clients and in shelter settings
  • Current CPR and First Aid certification or willingness to complete within 30 days
  • Valid California driver's license with access to insured personal vehicle
  • Fingerprinting and background check as required
  • TB test compliance
  • Strong communication skills including bilingual abilities encouraged
  • Ability to perform physical tasks such as standing, walking, and lifting up to 30 pounds
  • Comfortable working with computer software and internet research
  • Ability to solve practical problems and interpret instructions in multiple formats

Job Qualifications

Job Duties

  • Oversee staff activities including interviewing, hiring, training, scheduling, performance reviews, and conflict resolution
  • Delegate tasks and ensure staff meet program objectives
  • Conduct regular staff meetings and provide feedback
  • Provide coaching and disciplinary action as necessary
  • Provide or designate on-call support 24/7 for all programs and assist with crisis intervention
  • Provide routine on-call coverage including nights, weekends, and holidays in rotation with other direct service staff
  • Ensure adequate staffing for program excellence and contract compliance by filling vacancies and complying with attendance policies
  • Develop, plan, and implement shelter programs and services for families experiencing homelessness
  • Ensure a safe and positive environment for staff, families, and visitors
  • Oversee guest intake and program requirements orientation
  • Address guest concerns and incidents professionally and promptly
  • Maintain confidentiality and data privacy standards
  • Develop and oversee the shelter budget in collaboration with leadership
  • Ensure a safe, supportive environment and positive community interactions in a congregate residential setting
  • Uphold agency policies and contractual, legal, and regulatory obligations
  • Meet with grantors, conduct site visits, and participate in task force meetings and work groups
  • Maintain outcome measures and documentation in Electronic Health Record system
  • Complete all required reports within designated timelines
  • Participate in Performance Quality Assurance and Quality Improvement activities
  • Represent the shelter in the community
  • Build relationships with service providers, funders, donors, and government officials
  • Advocate for families experiencing homelessness
  • Maintain updated resource lists for families
  • Serve as liaison with social service and public safety agencies
  • Participate in community meetings
  • Maintain grounds security and ensure fire safety protocols
  • Provide emergency assistance to staff and families
  • Update program manuals and forms as directed
  • Ensure program activities comply with agency policies and mission
  • Perform other duties as assigned
