The Federal Senior Environmental Project Manager / Program Manager role at Onterris offers a unique opportunity for professionals passionate about environmental stewardship and federal project management. This position is suited for candidates with a robust background in working with the Department of Defense, particularly the U.S. Navy, and is located in Wilmington, NC, or in regional offices in Atlanta, Nashville, Orlando, or Tampa. The role commands an annual salary range between $130,000 and $150,000, commensurate with experience, skills, and geographic location.

In this pivotal role, you will lead a variety of environmental compliance projects including Spill Prevention, Control, and Countermeasure Plans, Stormwater Pollution Prevention Plans, Hazardous Waste Stream Determinations, Solid and Hazardous Waste Management Plans, as well as Emergency Planning and Community Right-to-Know Act Reports. Acting as the senior technical lead and project manager, you will mentor and supervise team members, ensuring the timely and budget-conscious delivery of high-quality, compliant documentation that meets rigorous federal standards.

The role also encompasses administrative and financial responsibilities such as proposal development, project setup, budgeting, forecasting, invoicing, and managing subcontractors. You will develop scopes of work and cost estimates tailored to federal government clients, coordinate with contracting agencies including NAVFAC, USACE Districts, and AFCEC, and negotiate pricing proposals that align with both client expectations and company goals. Collaboration with the internal Federal Team will be a key aspect of your work, strategizing on forthcoming pursuits including large proposal efforts, establishing teaming relationships, and exploring joint ventures.

A seller/doer mentality is essential, supporting business growth in the federal sector through proactive client engagement and project delivery excellence. You will also be engaged in Onterris’s culture of continuous improvement by participating in company-wide programs, supporting team efforts, and staying up-to-date on industry trends through training, professional development, and workshops. Regular fieldwork will be expected to collect data onsite, while always maintaining confidentiality and adhering to strict safety standards, including OSHA regulations and company safety training programs.
