The Senior Construction Manager position at CNDS is based at Joint Base Andrews (JBA), a key military installation with significant strategic importance. This full-time role focuses on the renovation of the golf course and clubhouse at JBA, a project critical for enhancing the quality of life and recreational facilities for military personnel and their families. The role entails comprehensive planning, design review, and construction oversight to ensure that all project aspects adhere strictly to DoD and Air Force Civil Engineer Center (AFCEC) standards. With an estimated salary range of $150,000 to $170,000 per year, compensation will be commensurate with the candidate’s experience and qualifications. As a Senior Construction Manager, the incumbent will offer expert technical oversight and architectural expertise, driving the successful delivery of military construction (MILCON) and Facility Sustainment Restoration and Modernization (FSRM) services. This role requires the ability to liaise effectively between multiple stakeholders, including AFCEC, installation civil engineer staff, design consultants, and construction contractors to guarantee that project objectives are met on schedule, within budget, and to the highest standards. 

The position demands a dynamic professional capable of performing detailed technical reviews of design submittals, construction documents, cost estimations, and detailed project scheduling. They must be proficient in identifying design risks, managing project timelines, and providing constructability insights that align with Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and other federal and Air Force design standards. With a strong emphasis on compliance with Department of Defense standards and building codes, the Senior Construction Manager plays a key role in ensuring the safety, functionality, and modernity of the renovated facilities.

Through regular participation in virtual and on-site meetings, site inspections, and design charrettes, the Senior Construction Manager facilitates coordination and communication among all parties involved. The role also involves rigorous management of contractor submittals, requests for information, change orders, and quality control measures to uphold the integrity of the project throughout its lifecycle. Coordination with AFCEC, base civil engineers, and installation leadership is paramount to support both technical issue resolution and effective project execution. Additionally, the role contributes to risk management, cost control, and project closeout activities including commissioning and punch list development.

Candidates must possess a bachelor’s degree in engineering disciplines such as civil, mechanical, or electrical engineering, Construction Management, Project Management, or be a Registered Architect. They must demonstrate a minimum of five years’ recent experience working on Air Force or Department of Defense projects focusing on facility and infrastructure military construction project management. Proficiency in reviewing architectural plans, specifications, and construction documents combined with familiarity with DoD Unified Facilities Criteria and federal design standards is essential.

Experience with design and construction projects on DoD installations is mandatory, alongside expertise in coordinating multidisciplinary teams including architectural, engineering, and construction roles. Candidates should have strong communication skills and be adept at leveraging software tools such as Microsoft Office Suite and Autodesk AutoCAD.

Security clearance and eligibility to access Joint Base Andrews are required, including passing federal background checks and drug screening processes. Preferred qualifications include prior involvement with AFCEC projects, knowledge in recreational and hospitality facility construction, renovation projects, and compliance with ADA and life safety codes.
