One of Parsons’ marquee projects is the Gateway Program, recognized as the most urgent infrastructure initiative in the United States. This comprehensive rail investment aims to enhance commuter and intercity services between Newark, New Jersey, and New York City, which is the busiest section of the Northeast Corridor. The Gateway Program’s initial phase, the Hudson Tunnel Project, entails constructing a new two-track tunnel beneath the Hudson River to connect with Penn Station in New York, as well as rehabilitating the century-old North River Tunnel. This multi-billion-dollar endeavor requires exceptional leadership, stringent safety oversight, and a collaborative effort among various contractors and stakeholders.

Parsons is currently seeking a Safety Manager / Assistant Safety Director (Afternoons/Evenings) to be an integral part of this high-profile project. This role functions as the site safety lead for the Support and Execution Partner (SEP) overseeing the NJ Surface Alignment, Package 3 of the Gateway Program. The selected candidate will supervise DB contractors and subcontractors to ensure full compliance with all federal, state, and local safety regulations and the contractor’s Health and Safety Plan (HASP) and security protocols. As a key safety leader, the individual will foster a proactive safety culture by coordinating with the safety team to monitor and report on daily safety observations, conduct safety meetings, incident investigations, and support adherence to the Gateway Development Commission’s corporate safety guidelines.

This position demands a highly experienced professional, ideally with a bachelor’s degree in a related field and 8-10+ years of experience managing safety programs on civil construction projects, particularly heavy civil projects. The ability to implement Behavior-Based Safety (BBS) programs, strong leadership, and communication skills, OSHA certifications (minimum OSHA 10, with OSHA 30 preferred), and an adaptable mindset to meet dynamic project and personnel needs are essential. Preferred qualifications include certifications from the Board of Certified Safety Professionals (BCSP), experience with major transit clients such as PANYNJ, NJT, MTA, LIRR, and Amtrak, and experience working with mega rail and transit projects. Knowledge of incident investigation methodologies, tunneling experience, and federal transit agency project experience will be considered strong assets.

Job Requirements

Job Duties

  • Serve as the site safety lead for NJ Surface Alignment, oversee DB contractor and subcontractors safety compliance
  • Lead development of the safety culture for the program
  • Review DB contractor’s safety plans, permits, and submittals for regulatory compliance
  • Conduct and participate in project safety meetings, toolbox talks, and safety standdowns
  • Interface with Gateway Development Commission’s Safety Executives and support corporate safety guidelines
  • Respond to, report, and investigate safety incidents 24/7 ensuring complete follow-through
  • Work with the safety team to develop and report daily safety observations
