This job opportunity is for the position of Mobile SAF-IS Regional Program Specialist, a critical role supporting the Service to Armed Forces (SAF) and International Services (IS) Division. This regional position requires on-site attendance and does not allow for remote work. It is a unique mobile role that involves deployment worldwide to military bases and locations where the American Red Cross provides services to military members and their families. Employees in this position must meet strict medical and security clearances before employment and agree to worldwide mobility as a condition of employment. Deployments generally last about six months and occur approximately every 18 to 24 months. The Specialist helps to administer, develop, and oversee Red Cross programs that assist active-duty military members, veterans, and their families through direct service delivery, volunteer management, community outreach, and emergency response coordination.
The Mobile SAF-IS Regional Program Specialist is tasked with building strong relationships with military leadership and local community organizations, managing volunteer programs that deliver key humanitarian services, and ensuring consistent quality and compliance of services provided. Key responsibilities include coordinating services at military treatment facilities and VA hospitals, implementing strategic outreach efforts, managing budgets with accountability, and supporting emergency communications centers. The role also demands leadership in training and supervising volunteers, developing community partnerships, and enhancing the visibility of Red Cross services through marketing and engagement strategies. Because this position serves a military population, familiarity with military culture, regulations, and protocols is essential.

Job Requirements
- Bachelor’s degree or related equivalent experience
- Minimum 5 years related program management experience
- Strong computer skills
- Public speaking and verbal/written communication skills
- Strong interpersonal skills
- Ability to work independently and in teams
- Ability to balance multiple priorities
- U.S. citizenship
- Ability to obtain secret security clearance
- Ability to obtain no-fee U.S. passport
- Must meet strict medical and physical requirements
- Willingness to deploy worldwide including conflict areas
- Ability to wear military uniforms and live in harsh environments
- Ability to stand, walk, lift and carry up to 20 pounds
- Ability to travel and participate in meetings
- Ability to respond to 24-hour call in major disasters
Job Qualifications
- Bachelor’s degree in business, public administration, human resources, community organization, social or health sciences or related field
- Minimum 5 years experience in program management or related field
