Job Description
Preservation of Affordable Housing (PHI) is a leading nonprofit organization dedicated to preserving and improving affordable housing in California. PHI works with communities, government agencies, and various stakeholders to ensure that residents have access to safe, sustainable, and affordable homes. As an organization, PHI is committed to fostering inclusive communities by providing comprehensive resident services and support to enhance the living experience at their portfolio of affordable housing sites across California.
The Resident Services program at PHI plays a critical role in achieving these goals through its focused commitment to resident engagement, community building, and service coordination. The organization is seeking a highly skilled Resident Services Manager to oversee the overall goals of this vital program. This position directly supports the Assistant Director of Resident Services and collaborates with the senior management team to implement policies and programs that align with PHI's broader mission.
The Resident Services Manager is primarily responsible for articulating program goals to the Resident Services team across multiple sites and ensuring those goals are met with high standards of quality and compliance. They actively maintain current knowledge of relevant regulatory requirements, budgets, and service level agreements to integrate these critical elements into the program’s planning and execution. In addition to providing leadership and direction to staff, this role serves as a liaison to governmental agencies, community-based organizations, and other partners to build strong relationships that enhance the delivery of resident services.
Key functions include mentoring and developing Resident Services personnel through diverse methods such as training, feedback, and career development initiatives. The manager fosters an environment of trust and open communication that encourages team motivation, commitment, and professional growth. They are tasked with conducting performance planning, providing constructive feedback, and managing employee relations consistently and professionally.
The successful candidate will conduct periodic site-based needs assessments, develop site- and region-specific programs tailored to meet regulatory and budgetary targets, and establish recruitment strategies aligned with the Resident Services Program objectives. Maintaining staffing levels to meet regulatory and partnership requirements is crucial, as is monitoring program quality and sharing findings with the Director of Resident Services.
This position requires frequent travel to various sites throughout California to ensure effective program implementation and coordination. PHI values candidates who demonstrate strong interpersonal skills, effective written and verbal communication, and a commitment to organizational values and adaptability in response to evolving business needs.
Applicants should hold a Bachelor's degree in business management, human resources, social work, or related fields, along with at least five years of management experience, especially involving human resources responsibilities. A clean DMV record and the ability to clear a national criminal background check including fingerprint scans are mandatory.
