Job Description
PG&E's Underground Program is a critical initiative aimed at reducing wildfire risk by undergrounding 10,000 miles of distribution lines. Operating out of Oakland, this program is part of PG&E's broader commitment to enhancing public safety and reliability of the electrical grid. The organization works in close collaboration with various internal teams and external stakeholders, including regulatory authorities, to ensure the success of wildfire risk reduction goals in the communities they serve. This program represents an exciting and fast-paced environment where proactive measures are taken daily to mitigate wildfire hazards through innovative infrastructure improvements and strategic regulatory compliance.
The Program Manager role within the Undergrounding Regulatory Strategy team is essential for overseeing the regulatory aspects of program implementation. This position focuses on managing and coordinating regulatory filings, comments, data requests, and discovery related to the Electric Undergrounding Plan (EUP) and other System Hardening proceedings. The Program Manager ensures that all submissions to regulatory bodies are timely, accurate, and defensible, thereby maintaining the program's compliance and alignment with state and federal regulations. The role involves strategic management of multiple related proceedings such as the Wildfire Mitigation Plan (WMP), General Rate Cases (GRC), Risk Assessment and Mitigation Phase (RAMP), and Wildfire Mitigation and Catastrophic Events (WMCE).
This full-time role offers a competitive salary range from $129,000 to $207,000 annually, depending on experience, skills, education, and geographic location. Additionally, the position is eligible to participate in PG&E’s discretionary incentive compensation programs, providing further financial benefits potential.
Key responsibilities include leading regulatory discovery processes such as intake, assignment, tracking, reviewing, and delivering data requests and responses associated with the Electric Undergrounding Plan and other proceedings. The manager will coordinate closely with subject matter experts, legal and regulatory teams, and leadership to ensure that all regulatory responses are comprehensive, accurate, and submitted within required deadlines. Further, the Program Manager ensures that compliance requirements are operationalized effectively, with robust business controls, supporting documentation, and adherence to standards and governance protocols.
The position demands strategic oversight of visual management systems for tracking commitments related to System Hardening, continually measuring and reporting the program’s progress and success. Providing summary analyses regarding the financial, strategic, or policy impacts of crucial regulatory proposals is also a critical function. The Program Manager prepares and may present briefing materials to leadership and regulatory partners to support informed decision-making.
Maintaining an updated understanding of key program, operational, cost, and regulatory challenges is indispensable for this role. Additionally, the incumbent must stay informed about industry trends, issues, and developments to anticipate and adapt to regulatory changes effectively. Building and sustaining strong working relationships across strategic programs and internal and external partners is a crucial element of success in this role. Overall, this position plays a vital role in advancing PG&E's wildfire mitigation efforts through rigorous regulatory management and collaborative leadership.
