The role of Regional Property Manager at Kier Management is vital in ensuring the success and smooth operation of multiple properties within their portfolio. This position is tailored for an experienced property management professional who is passionate about leadership, problem-solving, and working across various housing programs. The Regional Property Manager will oversee all administrative and physical operations of assigned properties, ensuring compliance with a wide range of housing regulations including Fair Housing, ADA, and Section 504. This role involves coordinating audits and inspections, negotiating service agreements, managing contracts, and maintaining strong relationships with regulatory agencies, vendors, and stakeholders. It also requires close collaboration with maintenance teams to uphold the condition and efficiency of properties and support marketing and leasing endeavors.
Driving operational and financial performance is at the core of this position. The Regional Property Manager will develop and manage annual operating budgets, review financial reports, cash flow, and expenditures, and monitor vacancy and turnover rates to align with company standards. Leadership responsibilities include partnering with Human Resources on staffing, training, and performance management, as well as addressing escalated resident concerns and ensuring the accuracy and compliance of resident files and reports. Job Requirements
- 3-5 years of property management experience, including multi-site oversight
- Knowledge of affordable housing programs and applicable housing regulations
- Experience managing budgets, financial reporting, and operational performance
- Experience supervising and developing property management staff
- Strong organizational, problem-solving, and communication skills
- Proficiency with property management software and Microsoft Office
- Valid driver's license with a clean driving record and ability to travel between properties
- Ability to obtain a Utah Real Estate License within one year of employment
Job Qualifications
- 3-5 years of property management experience, including multi-site oversight

- Bachelor's degree in business, real estate, property management, or related field (preferred)
- Industry certifications such as CPM, ARM, or HCCP (preferred)
- Experience with affordable or tax credit housing programs (preferred)
- Bilingual skills (preferred)
Job Duties
- Ensure compliance with all applicable federal, state, and local housing regulations, including Fair Housing, ADA, and Section 504
- Oversee administrative and physical operations of assigned properties
- Coordinate audits and inspections and submit timely, accurate responses and reports
- Maintain strong working relationships with regulatory agencies, vendors, and stakeholders
- Review and manage contracts, solicit bids, and negotiate service agreements
- Conduct quarterly operational inspections and annual unit inspections
- Monitor vacancy and turnover performance in alignment with company standards
- Partner with maintenance to ensure property condition and operational efficiency
- Support marketing and leasing performance across the portfolio
- Develop and manage annual operating budgets
- Review financial performance, cash flow, and expenditures
- Partner with Human Resources on staffing, training, and performance management
- Address escalated resident concerns and recommend legal actions when necessary
- Ensure resident files and reporting requirements are accurate and compliant
- Participate in leadership meetings and provide operational updates
