The Construction Engineering Services Practice at David Evans and Associates is looking for a Quality Control Compliance Specialist to join their team in Salem, OR. This role is integral to ensuring that roadway and bridge construction projects meet contract specifications and quality standards. The specialist will be responsible for interpreting contract plans and specifications, verifying the quality of materials such as soil, aggregates, Portland concrete, and asphalt concrete, and inspecting construction methods for compliance. The position involves close collaboration with contractors, project managers, inspectors, and other personnel to uphold the quality and integrity of transportation projects. The Quality Control Compliance Specialist also has the authority to suspend non-compliant work and is tasked with thorough documentation and communication of all quality control activities.

The role encompasses both field and office responsibilities, including preparing material test summaries, reviewing contractors' and agencies' test results, and calculating price adjustments for incorporated materials. The specialist will inspect received materials like pipe, guardrail, reinforcing steel, and landscaping components to ensure compliance before use. Additionally, the position supports contract payment and administrative specialists by verifying quantities, preparing quality and quantity documentation, and ensuring all contractual quality requirements are met for final project submittals. This role requires meticulous attention to detail and a thorough understanding of construction engineering principles and quality assurance procedures.

Job Requirements

  • Minimum of 2 years experience with asphalt, concrete, aggregate, or soil materials testing
  • Ability to interpret contract plans and specifications
  • Experience in inspecting construction methods and materials
  • Capability to suspend non-compliant work and communicate effectively
  • Proficiency in preparing and maintaining technical documentation
  • Familiarity with quality assurance and quality control programs
  • Effective communication with project managers, inspectors, and contractors

Job Qualifications

  • Minimum of 2 years experience with asphalt, concrete, aggregate, or soil materials testing
  • Preferred 5 years experience with ODOT Quality Control/Assurance testing or oversight
  • Experience working on ODOT projects as Quality Control Compliance Specialist
  • Knowledge of contract plans and specifications for roadway and bridge construction
  • Ability to interpret engineering plans and apply quality assurance procedures
  • Strong communication skills for coordinating with project teams
  • Proficiency in preparing documentation and reviewing test results

Job Duties

  • Interpret contract plans and specifications for roadway and bridge construction to ensure contract compliance
  • Verify the quality of field tested materials such as soil, crushed aggregates, Portland Concrete and Asphalt Concrete are within specifications
  • Inspect the quality of materials and contractor construction methods to ensure specification compliance
  • Suspend work on projects for non-specification procedures and materials until notifying the Project Manager
  • Communicate actions taken to project inspector, Project Manager, and other personnel
  • Assure that Contractors Quality Compliance programs meet required standards
  • Randomly inspect sampling and testing procedures and confirm technician certifications
  • Prepare and maintain test summaries, review contractor and agency test results
  • Verify material quality and authorize entries into contract payment system
  • Ensure tests are performed, documented and submitted as per specifications
  • Review test data and calculate price adjustments
  • Inspect and document contractor work, measuring and writing pay notes for construction pay items
  • Assist contract payment and administrative specialists with quality and quantity documentation and final contract estimates
