The City of Lynchburg is currently seeking a highly skilled Public Safety Applications Development Analyst II to join its team. This role is pivotal in designing, developing, and supporting innovative technology solutions that directly impact the core operations of the Lynchburg Police Department. The analyst will work closely with LPD staff, leveraging technical expertise and collaborative problem-solving to enhance business applications, streamline system integrations, and enable data-driven decision-making processes.

This position requires an individual proficient in Visual Basic, C#, Microsoft SQL Server, SQL Server Integration Services (SSIS), and SQL Server Reporting Services (SSRS). The ideal candidate will have experience working with complex programming challenges and a strong background in business analysis and systems support. The role entails coding, testing, and implementing software solutions, as well as maintaining and upgrading existing applications to meet evolving department needs.

As a Public Safety Applications Development Analyst II, you will be an integral part of a dynamic team that supports critical public safety functions. The position involves engaging with users to design software processes that satisfy business needs, analyzing public safety procedures to identify opportunities for improvement, and participating in feasibility studies for new technologies. Job Requirements

  • Bachelor's degree with a major in computer science, business management information systems, or related field
  • At least two years of related experience performing business analysis and systems support for enterprise and departmental applications or equivalent combination of education and experience
  • Proficiency in Microsoft Word and Excel
  • Experience with Microsoft Visual Studio, Visual Basic, C#, ASP.NET (Web Forms and MVC), and Microsoft SQL Server preferred
  • Experience with SharePoint, Power Automate, Power BI, Windows Server Administration, SQL Server Administration, Financial and Work Management Systems
  • Ability to complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment
  • Ability to perform physical tasks including occasional lifting up to 25 pounds
  • Ability to work in a normal office environment with occasional exposure to electrical risk
  • Able to communicate effectively both in writing and verbally

  • Ability to apply fractions, percentages, ratios, and proportions to practical solutions
  • Ability to define problems, collect data, establish facts, and draw valid conclusions
  • Ability to interpret technical instructions and deal with abstract and concrete variables
  • Solid interpersonal and conflict resolution skills
  • Ability to work effectively with clients and operational staff

Job Duties

  • Work with users to design processes to satisfy their business needs
  • Analyze public safety procedures and problem areas and participate in feasibility studies for potential application of information systems
  • Design complex programming solutions to satisfy customer needs
  • Code complex new solutions and modify existing solutions according to design requirements
  • Test new code to ensure compliance with design specifications and quality standards
  • Participate in the installation, configuration, implementation, operation, and maintenance of purchased software packages
  • Coordinate minor releases to software applications, both in-house and packaged software
  • Perform data analysis and data migrations
  • Serve as a point of contact with third-party software suppliers for application support and enhancements
  • Develop, document, and maintain procedures for efficient operation of application software
  • Meet with user representatives to discuss operational problems, system enhancements, and related computerized applications
  • Provide design, development, and implementation of integration and interface services between applications and systems
