Job Description
The Salvation Army Hawaiian and Pacific Islands Division operates the Ray and Joan Kroc Corps Community Center located in Ewa Beach, Hawaii. The Salvation Army is a branch of the Christian Church dedicated to the spiritual, emotional, and physical regeneration of all people. The position available at this community center is the PTM (Protecting the Mission), Special Projects, and Volunteer Manager. This is a full-time, salaried, exempt position within the Administration Department, reporting to the Administrator or Corps Officer. The role is multifaceted and involves leadership over three major operational pillars. Firstly, the incumbent serves as the primary lead for the Protecting the Mission safety program, ensuring a safe and secure environment especially focused on protecting children and vulnerable adults. This involves developing, updating, and enforcing safety protocols and policies to mitigate risks and ensure compliance with all relevant guidelines. The Manager will independently coordinate screening and training processes to ensure all volunteers and staff are properly background-checked and trained under the PTM policies.
Secondly, the position leads the volunteer management program, responsible for recruitment, intake, placement, and retention of volunteers. This includes formulating long-term strategies for volunteer engagement, developing volunteer policies in alignment with territorial and divisional standards, maintaining volunteer records, and overseeing volunteer recognition and retention efforts. The Manager has authority over volunteer selection and dismissal and ensures all volunteer activities comply with organizational standards and contribute positively to the community’s mission.
Thirdly, this role manages special projects and community event planning at the Kroc Center. Responsibilities include overall project management from planning to execution, vendor coordination, budgeting, and resource allocation. The Manager oversees key events such as Kroctoberfest and the Christmas Market, manages interdepartmental collaboration, and consults with senior leadership to align projects with the Center's mission. Additional administrative leadership duties involve enforcing ethical standards, participating in staff and management meetings, and supporting the Kroc Center’s strategic goals. The role demands excellent organizational, leadership, communication, and interpersonal skills as well as the ability to handle multiple complex projects in a fast-paced environment.
Physical demands include standing, walking, lifting, and occasional travel including evenings and weekends. The position requires a valid driver’s license and passing a criminal history background check. The Manager must be proficient with Microsoft Office applications and capable of working independently with strong attention to detail. Job Requirements
- High school diploma or GED equivalency
- three to five years of experience in volunteer management, event planning, or program compliance
- familiarity with The Salvation Army standards and policies
- strong interpersonal relationship skills
- proven experience coordinating multiple projects
- proficiency with Microsoft Office applications including Word, Access, PowerPoint, and Excel
- valid driver’s license
- ability to pass criminal history background check
- capability to lift, push, or pull up to 20 pounds
- willingness to work evenings, weekends, and occasional travel

Job Duties
- Serve as the primary authority for the Protecting the Mission safety program ensuring a safe environment for children and vulnerable adults
- review and update safety policies and ensure adherence to Protecting the Mission guidelines
- coordinate screening and background checks for all volunteers
- ensure staff and volunteer training compliance and facilitate refresher training
- conduct risk assessments and implement corrective measures for organizational risk mitigation
- evaluate incident reports and mandate necessary training or policy changes
- represent the department in management team meetings providing strategic counsel
- formulate and execute long-range volunteer recruitment and engagement strategies
- assess volunteer needs and implement effective screening and placement processes
- develop and interpret volunteer program policies and procedures
- maintain volunteer records including applications, liability releases, and training documentation
- cultivate a supportive volunteer environment through recognition activities
- lead the planning and execution of special projects and community events
- manage budget and financial reports for special projects
