Our client is a well-established federal construction contractor with over 30 years of experience serving government agencies, military installations, Veterans Affairs facilities, and various public sector clients across New England and the East Coast. We are currently seeking a highly motivated and experienced Proposal Manager/Estimator to join our client's team. This fully remote position offers flexibility to work from anywhere along the East Coast, providing an exceptional work-life balance in a dynamic and supportive environment. The role plays a pivotal part in the company’s bidding and project acquisition process, requiring someone who is adept at identifying and tracking federal, state, and municipal contracting opportunities. The ideal candidate will be responsible for evaluating Requests for Quotes (RFQs), Requests for Proposals (RFPs), Requests for Information (RFIs), and Sources Sought notices to determine the feasibility and strategic fit of opportunities. They will be instrumental in developing accurate estimates, pricing strategies, and comprehensive bid packages that align with company goals and compliance requirements.
Additionally, the Proposal Manager/Estimator coordinates proposal development activities, prepares schedules and compliance matrices, and leads kickoff meetings to ensure smooth collaboration among operations, estimating, technical staff, and leadership teams. Writing, editing, and compiling proposal content with attention to detail and adherence to federal acquisition regulations, including the Federal Acquisition Regulation (FAR) and agency-specific guidelines, are key responsibilities. Managing the final production of proposals and electronic submissions ensures that all bids meet requirements and deadlines.

Job Requirements
- 8+ years of estimating and/or proposal management experience
- knowledge of federal construction contracting and bidding processes
- experience with government, federal, public sector, military, or municipal construction projects preferred
- strong writing and communication skills
- ability to interpret complex bid documents and solicitation requirements
- organizational skills to handle multiple proposals
- capability to work independently in a remote setting
- self-motivated and proactive in pursuit management
Job Qualifications
- 8+ years of estimating and/or proposal management experience
- government, federal, public sector, military, or municipal construction experience preferred
- commercial construction estimating experience considered
- experience reviewing and responding to complex bid documents
- strong writing, communication, and organizational skills
- ability to work independently in a remote environment
- self-motivated professional who can drive pursuits from start to finish
Job Duties
