The Project Site Manager position at ZAI offers a unique opportunity to play a pivotal role in the National NIBIN Correlation and Training Center (NNCTC) based in Huntsville, Alabama, with operational responsibilities extending to Wichita, Kansas. This role focuses on overseeing the contractor operations supporting the ATF and over 280 NIBIN partner law enforcement agencies across the country. The Project Site Manager is entrusted with leading daily correlation review operations, managing a comprehensive training program, ensuring rigorous quality assurance, directing staffing and personnel management, and maintaining user account and records administration. The role demands a results-oriented leader capable of managing complex workflows, delivering on strict turnaround times of 24 to 48 hours, and ensuring compliance with technical and forensic standards to facilitate accurate ballistic lead determinations.

This full-time position offers an hourly wage of $67.51, reflecting the level of expertise and responsibility required. The Project Site Manager acts as the primary liaison between contractor personnel and government stakeholders, spearheading efforts to consistently meet and exceed performance benchmarks. They are integral in facilitating continuous process improvements, monitoring compliance with contractual and ATF policies, and supporting strategic capacity-building initiatives. This leadership position involves direct oversight of correlation review specialists, trainers, and administrative staff, ensuring proper training, onboarding, and professional development within the team.

In addition to operational leadership, the Project Site Manager administers a dynamic training portfolio that includes multiple correlated review specialist classes, triage, acquisition, and NIBIN Authorized Trainer courses. They ensure training materials and methodologies evolve with advancements in NIBIN technologies and processes. With responsibility for over 3,300 NIBIN user accounts, the manager ensures secure system access and accurate, up-to-date records of training and certification participation. This role entails onsite presence in Wichita with periodic travel to Huntsville, requiring adaptability and strong stakeholder engagement skills.

Job Requirements

Job Qualifications

Job Duties

Oversee daily correlation review operations across NNCTC facilities
Ensure ballistic correlation reviews are completed within the required 24-48 hour turnaround time
Ensure all work products meet established quality assurance standards, including mandatory peer reviews conducted within the two-business-day timeframe
Monitor workflow volume from 280+ NIBIN partner sites and over 5,500 contributing law enforcement agencies
Ensure performance metrics are met in accordance with the Performance Monitoring Plan
Implement continuous process improvements to enhance efficiency, accuracy, and throughput
Ensure all Correlation Review Specialists adhere to established technical procedures and quality standards
Oversee peer review processes to maintain integrity and accuracy of ballistic lead determinations
Maintain compliance with contractual requirements, ATF policies, and applicable forensic standards
Monitor documentation, reporting accuracy, and audit readiness
Identify performance gaps and implement corrective action plans as needed
Oversee all NNCTC training operations at both Huntsville and Wichita locations
Ensure maximum classroom capacity utilization (up to two CRS classes concurrently
10 students per class)
Manage scheduling, coordination, and administration for multiple training courses
Ensure training materials remain current and aligned with evolving NIBIN processes and technologies
Oversee training administration, student tracking, certification documentation, and reporting
Supervise Correlation Review Specialists, trainers, and administrative staff
Ensure proper onboarding and training of CRS personnel
Coordinate staffing levels to meet workload demands and maintain required turnaround times
Conduct performance evaluations and provide coaching and development
Ensure compliance with training progression requirements (6 weeks classroom plus 6 weeks OJT prior to independent reviews)
Oversee administration of approximately 3,300+ NIBIN user accounts
Ensure user accounts are established prior to training
Maintain accurate records of all NIBIN users and training participation
Ensure secure management of system access and user credentialing processes
Serve as the primary liaison between contractor leadership and ATF representatives
Provide regular operational reports, performance updates, and metrics
Support strategic planning efforts to expand capacity and improve service delivery
Participate in leadership meetings and planning sessions as required
