The Project Manager role in Traffic and Transportation Engineering presents an exciting opportunity for professionals with a passion for infrastructure development and civic improvement projects. This position is ideal for a licensed Professional Engineer (PE) or Engineer-in-Training (EIT) with a robust background in traffic engineering, permitting, and civil engineering practices associated with highway and roadway design. The core responsibility of the Project Manager will be to lead, coordinate, and deliver traffic and transportation engineering projects from initial conceptual stages through to construction completion. This entails managing multidisciplinary teams and project components, including scoping, scheduling, budgeting, staffing, quality assurance, and client communication. The Project Manager will oversee traffic engineering analyses such as capacity studies, parking evaluations, traffic impact assessments, signal warrants, and signal timing optimization, ensuring accuracy and compliance with industry standards.

Integral to the role is the requirement for the Project Manager to serve as the primary client liaison, fostering and maintaining strong relationships while effectively managing stakeholder coordination. The candidate will also be responsible for obtaining necessary permits and approvals by working closely with municipal authorities and state departments of transportation (DOTs), including NJDOT, NYSDOT, and PennDOT. Utilizing advanced transportation modeling and microsimulation tools, such as HCS, SimTraffic, and Synchro, the Project Manager will validate analysis results and guide technical decision-making.

Additional duties include providing mentorship and technical guidance to junior engineers, ensuring engineering deliverables meet high standards, and representing the firm in public forums, hearings, and agency meetings. A valid driver's license and willingness to perform site visits are essential aspects of this role, enabling close monitoring and effective management of projects in progress. Job Qualifications

  • Licensed professional engineer PE or EIT in one or more states
  • bachelors degree in civil engineering or closely related field
  • masters degree in transportation or civil engineering is a plus
  • more than 4 years of professional experience in traffic transportation engineering and civil engineering practice including project management experience
  • demonstrated experience with permitting processes and successful coordination with municipal and state agencies
  • strong technical knowledge of traffic engineering principles roadway design traffic impact analyses parking studies and traffic signal timing
  • proficiency with traffic analysis and microsimulation software HCS Synchro SimTraffic and comfort reviewing technical modeling deliverables
  • excellent written and verbal communication skills with experience preparing technical reports and presenting to clients and agencies
  • proven ability to manage project budgets schedules and multidisciplinary teams and to deliver projects on time and within scope
  • valid drivers license and willingness to attend site visits and agency meetings as required
  • experience with zoning and site planning familiarity with NJDOT NYSDOT and PennDOT procedures highway capacity software experience municipal and roadway design experience parking studies expertise project management professional PMP or similar credential and prior experience in transportation planning and municipal engineering is a plus

Job Duties

  • Lead and manage traffic and transportation projects including scoping scheduling budgeting staffing and quality control
  • serve as the primary client contact and build and maintain strong client relationships and manage stakeholder coordination
  • perform and oversee traffic engineering analyses and studies such as capacity analyses parking studies traffic impact studies signal warrants and signal timing
  • prepare review and approve engineering deliverables including reports traffic impact studies permit applications construction documents and technical memoranda
  • manage permitting efforts and agency coordination with municipal authorities and state DOTs to secure regulatory approvals
  • coordinate multidisciplinary teams including civil design site planning zoning consultants and subconsultants to integrate transportation solutions into broader site and roadway projects
  • apply roadway design principles and oversee geometric design drainage considerations and civil engineering aspects related to transportation projects
  • use transportation modeling and microsimulation tools HCS SimTraffic Synchro to develop and validate analyses and recommendations
  • oversee traffic signal timing projects and implement signal optimization strategies
  • provide technical guidance mentorship and performance management for engineering staff and review work for technical accuracy and compliance with standards
  • monitor project progress manage budgets prepare invoices and ensure projects are completed on time and within scope
  • represent the firm at public meetings hearings and agency coordination meetings presenting technical material to non-technical audiences
