The Program Manager position at VOAMI is a pivotal leadership role based in Detroit, Michigan, responsible for overseeing the Detroit Veteran Transitional Housing programs, specifically the Grant Per Diem (GPD) and Grant and Per Diem Case Management (GPD-CM) initiatives. This at-will position reports directly to the Vice President of Social Services and requires managing both clinical and non-clinical staff to deliver comprehensive services to homeless veterans in transition. The role is highly visible within the community, serving as a key liaison with Detroit’s Veterans Affairs Medical Center and other community partners, ensuring effective referral systems, case management, and program outcomes.

Key responsibilities include managing daily operations of multiple grant programs, developing and monitoring program budgets, implementing new electronic health record systems, and ensuring compliance with organizational policies and grant requirements. The Program Manager also provides crisis intervention, supervises staff including case managers and resident specialists, and actively participates in accreditation processes such as CARF. Additionally, the role demands a proactive approach to quality improvement, fiscal oversight, and collaborative partnership building with other social service agencies and veterans’ support programs.

This position requires expertise in mental health, trauma, substance abuse, and the unique barriers faced by the homeless and at-risk veteran populations. Candidates must demonstrate strong leadership, supervisory, and problem-solving skills and possess a deep commitment to VOAMI’s mission. The role also demands flexibility in working hours, the ability to travel as needed, and a valid Michigan driver’s license. Job Requirements

Ability to work various shifts and irregular hours including mandatory meetings and trainings
Maintain a valid Michigan driver’s license and a driving record meeting insurability requirements
Bachelor’s degree in Human Services or equivalent experience
Minimum three years case management supervision and program management experience
Preferred Michigan licensure as LPC, LMSW, or LP with CADC or CAADC certification
Ability to work flexible hours and travel as required
Knowledge of mental illness, trauma, and substance abuse affecting veterans
Strong supervisory and leadership skills

Job Qualifications

Bachelor’s Degree in a Human Service field or equivalent combination of experience and education
Preferred fully licensed in Michigan as LPC, LMSW, LP with CADC or CAADC certification
Minimum three years of case management supervision experience
Minimum three years of program management experience
Knowledge of mental illness, trauma, substance abuse, and physical disability impacting homeless veterans
Understanding of grants and contract fundamentals
Familiarity with community-based resources and social service referral networks
Strong organizational, supervisory, and leadership skills
Excellent analytical and problem-solving abilities
Ability to work independently and use sound judgment in crisis situations

Job Duties

Lead and manage daily operations of grant programs including clinical and non-clinical staff
Assist in developing, implementing, and monitoring program budget
Act as primary point of contact with Detroit’s Veterans Affairs Medical Center for referrals and emergent needs
Collaborate with VA liaisons to ensure participant success and quality outcomes
Champion electronic health record system implementation and train staff
Share on-call oversight and provide onsite support when necessary
Monitor systems to ensure efficient, compliant, and economically sound operations
Ensure compliance with VOAMI policies and procedures
Manage crises and emergencies effectively
Oversee caseload and support fluctuations in daily census
Coach and develop staff in case management best practices
Manage grant renewals, reports, and correspondence
Build relationships with community partners and stakeholders
Recruit, interview, hire, and train staff
Provide performance evaluations
Assist with CARF accreditation and other compliance activities
Participate in program meetings and training sessions
Review and certify client eligibility and financial assistance
Ensure accurate database management
Work collaboratively with other program locations
Maintain safety and risk control.
