Education Service Center Region 20 (ESC-20) is a vital educational agency dedicated to enhancing and supporting the operations of school districts and educational entities throughout its service region in Texas. ESC-20 provides a wide range of services including professional development, administrative support, and specialized programs tailored to meet the diverse needs of schools and their communities. The Food and Nutrition Services program at ESC-20 is federally funded by the United States Department of Agriculture and administered by the Texas Department of Agriculture, ensuring compliance with important legislative acts such as the National School Lunch Act and the Child Nutrition Act. The Food and Nutrition Services Program Manager at ESC-20 plays a critical leadership role in managing and guiding specialists responsible for implementing food and nutrition programs across the region. This is a full-time, federally funded position focused on ensuring the effective administration of key federally regulated nutrition programs including the School Breakfast Program (SBP), National School Lunch Program (NSLP), Afterschool Care Program (ASCP), and Child and Adult Care Feeding Program (CACFP). Job Requirements

  • Bachelor’s degree from an accredited university
  • Three years of relevant experience including administrative, supervisory, or consultative roles in school or institutional food service management
  • Knowledge of Federal Nutrition Programs
  • Supervisory experience preferred
  • Demonstrated ability to interpret and analyze data
  • Experience facilitating groups and conducting staff development
  • Proficiency with Microsoft 365/Google applications and computer operations (PC or MAC)
  • Ability to travel independently
  • Maintain regular and reliable attendance

Job Qualifications

  • Bachelor’s degree from an accredited university in Institutional Management, Food Service, Business, Nutrition, Family and Consumer Science, Public Health, Education, or related field
  • Three years of relevant experience including administrative, supervisory, or consultative services in school or institutional food service operations and staff professional development
  • Knowledge of Federal Nutrition Programs
  • Ability to instruct others in the field
  • Experience in staff development and facilitating groups
  • Strong organizational, communication, and interpersonal skills
  • Proficiency with Microsoft 365/Google applications and computers (PC or MAC) in cloud/networked environments
  • Supervisory experience preferred
  • Demonstrated ability to interpret data and evaluate instructional programs

Job Duties

  • Manage programs/services to ensure the design, implementation and delivery of programs/services
  • Collect and analyze data for ongoing evaluation and improvement of assigned area
  • Provide program management, observe program delivery in the field, and offer leadership and expertise to food and nutrition services staff
  • Work cooperatively with the Texas Department of Agriculture (TDA) and Contracting Entities (CEs) in the administration or program operations of the SBP, NSLP, ASCP, and CACFP
  • Provide technical assistance in the administration of program operations at central and individual entity levels as directed by TDA
  • Oversee the review, development, and revision of all program related materials, professional development courses, and technical assistance documents
  • Develop and evaluate plan for providing technical assistance to each CE, and monitor progress according to the needs identified by the CE, Administrative Review, and in various other reviews performed by TDA and/or the United States Department of Agriculture (USDA)
  • Coordinate and oversee the development and reporting to TDA all technical assistance activities performed in the field including detailed descriptions of methods used, acceptance by CE personnel, and anticipated effects on program operations
  • Develop and oversee marketing strategies for products, services, and programs that reflect data driven decisions
  • Share materials and technical assistance techniques developed with other consultants throughout the state at TDA staff meeting presentations
