The role advertised is for a Project Manager position at the Power Generation location in San Antonio, TX, under the supervision of the Manager of Power Generation Project Management. This position plays a critical role in overseeing multiple projects that maintain or improve power plant safety, environmental standards, reliability, infrastructure modernization, and efficiency. The Project Manager is responsible for the entire project lifecycle—from initiation, planning, to execution, control, and closing—ensuring timely completion of assigned projects. Duties include assembling project teams, assigning responsibilities, resource identification, and schedule development.

Effective project management principles are essential for success in this role, as the Project Manager will facilitate teams, ensure sound practices, and develop insightful solutions to critical business issues. The role requires developing detailed project plans and procurement strategies, performing risk assessments, and ensuring compliance with safety, schedule, budget, scope, code, and environmental standards—all supported by metrics and benchmarking to measure success. The role also involves vendor and contractor negotiations, coordination of design and construction activities across multiple disciplines, and ongoing communication with senior management.

The Project Manager will support startup, testing, commissioning processes, and training for power plant operating and maintenance personnel on new systems. Additional tasks include developing business process documentation, coordinating construction management teams for quality assurance, performing data analysis and reporting, and facilitating project close-outs. The individual will also serve as a Subject Matter Expert to support Power Generation Operations and Maintenance personnel. This position demands strong interpersonal, leadership, and communication skills to manage cross-functional teams effectively.

This opportunity is open until filled and classified at Pay Grade 16, with qualifications potentially warranting placement at differing job levels. The position requires a Bachelor’s Degree in Science or a related field from an accredited university or equivalent technical/craft experience in power generation. Job Duties

  • Manages the planning, design and construction of multiple capital and/or O&M projects
  • facilitates teams, including team chartering, group problem solving and/or process improvement work
  • ensures the integration of sound project management principles and practices into all projects
  • develops solutions to critical business issues and presents alternatives
  • develops and submits business cases and/or project justifications for projects
  • develop detailed project plans and ensure project scopes, team responsibilities, milestone dates, and procurement strategy are clearly stated
  • perform project risk assessment
  • stewards projects to meet objectives regarding safety, schedule, budget, scope, code and environmental compliance, and quality
  • develops procurement and technical specifications for vendor and contractor services
  • coordinates with procurement to solicit external materials and services
  • negotiates with vendors and contractors on work scope changes
  • plans and monitors design and construction activities for compliance and quality
  • supports review and approval of design documents
  • coordinates development of conceptual and detailed designs
  • effectively communicates issues and recommends strategies
  • interfaces with management to gain approvals and manage risk
  • develops, reviews and approves startup and testing procedures
  • trains power plant personnel on new systems
