This role focuses on the position of Pavement Asset Manager at the Port of Portland. The Pavement Asset Manager is responsible for managing the development, implementation, and execution of comprehensive asset management programs related to pavements, bridges, sidewalks, pavement toppings, and rail across all Port properties. This includes ensuring compliance with Federal Aviation Administration (FAA) regulations and industry best practices while managing condition assessments and database administration. As the key point of contact, this position will lead efforts to assess asset conditions, prioritize preventative maintenance and rehabilitation projects, and provide strategic recommendations to senior management and system owners for effective budget allocation.

The Pavement Asset Manager plays a critical role in maintaining one of the Port’s largest asset categories—pavements—by closely tracking their condition and coordinating with stakeholders to implement the right projects at the right time. The position requires collaboration with diverse internal teams, including project development managers and operational stakeholders, to develop long-term capital improvement forecasts and deliver actionable insights based on asset condition data. Additional responsibilities include overseeing the PAVER database, conducting regular airfield pavement inspections at Portland International Airport and other regional airports, and managing contracts for specialized assessments such as bridge inspections and cathodic protection analysis.

This role demands strong expertise in pavement management systems, data analysis, asset lifecycle management, and stakeholder communication. Candidates should be adept at handling large data sets, forecasting asset replacement needs, reading complex engineering plans, conducting pavement inspections, and ensuring compliance with ASTM standards for pavement condition surveys.
