Job Description

The City of Anaheim Community Services Department is dedicated to enriching the lives of residents through a wide range of recreational and community programs. The Community Services Department plays a pivotal role in delivering these experiences by organizing numerous programs, classes, and special events throughout the year. The Community Services Department is currently seeking a Senior Program Specialist for its Contract Classes Program. This is a part-time, year-round role averaging approximately 30 hours per week, with some weekends, evenings, and holiday hours required. The position does not guarantee a minimum number of hours, making it ideal for professionals looking for flexible scheduling within a stable municipal environment. The Senior Program Specialist will work under minimal supervision and will be entrusted with a variety of responsibilities that are critical to managing and coordinating recreation contract classes.

The role requires the specialist to handle administrative coordination of contract classes, which includes entering course and instructor data into the CivicRec software, reserving facilities, processing instructor payments, and drafting and managing instructor contracts and insurance documentation. This position also involves seeking out new and innovative class offerings to ensure the program remains vibrant and engaging for residents. The Senior Program Specialist will conduct class visitations and evaluations to maintain quality standards and prepare promotional content for classes and camps across social media platforms. Additionally, involvement in producing the quarterly Activity Guide, processing scholarship applications, initiating refunds, and acting as a marketing ambassador at community events are essential parts of this role.

Moreover, the role includes supervising subordinate staff and volunteers, coordinating program operations at multiple sites, managing records, and maintaining positive relationships with the public and various department stakeholders. The position demands a high level of customer service and effective communication skills, as it represents the city in direct contact with patrons and community members. Safety oversight, including the ability to administer basic first aid and CPR, is also a vital responsibility within this role.

With a focus on compliance, the Senior Program Specialist will ensure adherence to federal, state, and local regulations related to recreation programs and facility use. This position requires the individual to organize events, coordinate marketing and publicity efforts, maintain program supplies, and oversee facility preparations for community use. Overall, this role is integral to supporting the development and execution of high-quality recreation services for Anaheim's diverse community, contributing to the department’s mission of promoting a healthy and engaged citizenry.

Job Requirements

  • Possession of a valid California Driver's License by date of appointment
  • possession of a current tuberculosis clearance slip by date of appointment
  • fingerprinting at time of hire as required for employees with direct contact with minors
  • two years of journey level experience related to recreational programs including supervision
  • ability to administer basic first aid and CPR

  • Two years journey level experience related to recreational program to which assigned, including supervision of employees and volunteers

  • knowledge of procedures for overseeing, planning, implementing, and maintaining a variety of recreation and leisure activities and programs
  • knowledge of applicable Federal, State, and local laws, regulations, codes, and guidelines related to program areas and facilities
  • knowledge of recreation site management and oversight, safety principles and practices including basic first aid and CPR
  • knowledge of public relations techniques
  • knowledge of record keeping, cash handling, report preparation, and business arithmetic
  • knowledge of modern office practices and computer applications
  • knowledge of English usage, spelling, vocabulary, grammar, and punctuation
  • ability to plan, oversee, implement, and coordinate assigned recreation program operations and staff
  • ability to plan and prepare recreation activities, reports, and materials
  • ability to monitor program budgets
  • ability to interpret and apply applicable policies and regulations
  • ability to work independently while supervising facilities and user groups
  • ability to provide courteous assistance to facility patrons

Job Duties

  • Assist the Community Services Coordinator with contract recreation class programming
  • enter course and instructor information into the CivicRec software program
  • solicit reviews and offer recommendations for new contract class proposals
  • prepare, process, and track instructor contracts and instructor insurances
  • perform class visitations and evaluations
  • compile evaluation/survey results
  • prepare content to advertise classes and camps through various social media platforms
  • assist in the production of the quarterly Activity Guide
  • process Anaheim Community Foundation Scholarship applications
  • recruit and conduct orientations for new contract recreation instructors
  • prepare instructor payments and miscellaneous reports
  • provide program information to the public via telephone, front counter, mail, and emails
  • assist in general event planning
  • plan, organize, implement, lead, and assist in one or more recreation programs, activities, and/or systems at one or multiple sites
  • assist in ordering supplies and materials for projects and activities
  • assist in the recruitment and selection of staff and volunteers
  • provide training, orientation, and guidance to assigned staff
  • monitor facility use and assist in the supervision and preparation of the facility and amenities for patron use
  • train staff and volunteers in work methods and relevant safety precautions
  • act as a City representative to patrons and the general public
  • document all incidents involving injury, behavioral problems, or any unusual events
  • update and implement policies and procedures for assigned programs and facilities
  • participate in ensuring compliance with relevant permitting and licensing laws
  • ensure the safety of the public and staff by inspecting, patrolling, monitoring, and instructing on safe use of program facilities
  • assist and participate in recreation services special events
  • develop and prepare brochures, flyers, newsletters, and other materials
  • maintain positive working relationships with co-workers, other departments, and outside agencies
  • administer basic first aid and adult and/or child CPR as necessary
  • recruit, train, direct, evaluate, and supervise subordinate staff and volunteers
  • supervise, coordinate, and evaluate recreational programs
  • organize a variety of tasks including tracking program information and preparing reports
  • order and maintain program supplies and equipment
  • prepare, understand, and interpret instructions, policies, and procedures
