The Aquatics Manager role at El Paso County is a critical leadership position responsible for directing and supervising all activities relating to the operations and management of aquatic facilities including the Ascarate Aquatics Center and other regional pools. In addition to operational oversight, the Aquatics Manager is tasked with promoting and coordinating aquatic programs such as Learn to Swim, safety training including CPR and First Aid, and managing special events held at the County pools. This includes liaising with other aquatic operators to stay current with health department regulations and implementing new programs to enhance community engagement. The manager is also involved in conducting inspections, maintaining chemical balances in pools, supervising maintenance activities, and ensuring compliance with local rules, such as those governing boating and lake safety.

Job Requirements

  • graduation from an accredited college or university with a Bachelor's Degree in Recreation or closely related field
  • six years of progressively responsible experience in aquatics including two years in a supervisory capacity
  • ability to swim and rescue distressed persons
  • ability to pass a criminal background investigation
  • availability to work holidays evenings and weekends
  • willingness to drive to other pool locations throughout the county

Job Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in Recreation or closely related field
  • six years of progressively responsible experience in aquatics including two years in a supervisory capacity
  • or any equivalent combination of training education and experience
  • must have or obtain a valid driver's license with acceptable driving record
  • must possess or obtain Certified Pool Operators License
  • current American Red Cross Lifeguard First Aid and CPR/AED for the Professional Rescuer certifications by time of hire
  • knowledge of aquatics facilities and equipment pool operations and water chemistry
  • knowledge of water safety and health regulations aquatic programming and competitive swimming requirements

Job Duties

  • Supervises department employees including assigning and reviewing work training providing input on performance evaluations and making recommendations on hiring terminating and disciplining personnel
  • plans directs and coordinates through subordinate-level staff the department work plan meets with management staff to identify and resolve problems assigns projects and programmatic areas of responsibility and reviews and evaluates work methods and procedures
  • monitors and tracks employee work times
  • demonstrates leadership and ability to deliver efficiency and quality at the highest of standards
  • motivates and works with employees to correct deficiencies
  • assists with managing the career development and performance of staff assigned
  • prepares unit budget subject to administrative review reviews and approves pool operations expenditures prepares specifications for the purchase of pool and office supplies and equipment
  • responsible for ticket sales and cash receipts including ensuring daily deposits are accurate
  • maintains files and records including disciplinary and incident reports count sheets inventory requests and projected times
  • manages employee work schedules and completes daily time sheets
  • substitutes for co-workers during temporary absences by performing delegated duties sufficient to maintain continuity of normal operations
  • conducts periodic inspections of swimming pools facilities and equipment to assure that established standards are maintained coordinates maintenance and repair of swimming facilities and equipment
  • supervises the aquatics safety training program enforces safe working practices and procedures including First Aid/CPR emergency Water Safety Lifeguard Training and Basic Water Safety
  • conducts surveys and compiles data for the preparation of reports
  • maintains pool chemicals and temperature levels designated by Health Department
  • monitors lake area and assures enforcement of Ascarate Lake Rules and Regulation checks boaters for current registration for their watercraft allows prescribed number of watercraft on the lake at one time hands out boater schedules ensures all boaters have appropriate sound equipment such as transom header systems for muffler or sound baffling devices and other equipment such as "down flag" for water skiing boaters
  • ensures boaters jet skiers follow all safety regulations including use of life jackets and possessing a driver's license
  • enforces "No Consumption of Alcohol Beverages" rule
  • evaluates cause of major injuries and recommends policy changes
  • serves as liaison with other aquatic operations to ensure county is up to date on health department regulations and initiates new programs
  • identifies service groups prior to each season with special promotional enticements to utilize county pools
  • serves as coordinator for Learn to Swim programs at all county pools
  • manages event management duties related to use of county pools
  • develops and implements operational procedures and emergency action plans and oversees operating policies and procedures
  • commits to providing excellent customer service and demonstrates commitment through team and individual efforts
  • creates a high quality work culture through training mentoring and developing leadership management and technical skills including safety related training
  • accepts payments collects fees for returned checks
  • ensures monies are balanced and prepared for armored car pickup
  • oversees security of premises locks doors at closing time secures unfinished work sets burglar alarm
  • assists with promoting marketing and coordination of county facilities events and programs
  • works with programming partners clients vendors maintenance and operational staff to ensure quality outcomes
  • ensures proper event certification processes
  • assists in providing vision and leadership in administering comprehensive special events and sports program including operations facilities personnel budgeting policy development marketing and supervision
