Leidos currently offers a compelling opportunity for a Network Enterprise Design Engineer Senior to join their Defense Group in San Diego, CA, as part of the Next Generation Enterprise Network - Restricted (NGEN-R) program. NGEN-R is the largest IT services program for the U.S. Navy, focused on delivering secure and effective management of the Navy-Marine Corps Intranet and Marine Corps Enterprise Network. This role specifically supports the Service Management, Integration, and Transport (SMIT) portion of NGEN-R, which encompasses cybersecurity services, network operations, help desk support, and data transport. The Marine Corps Enterprise Network (MCEN) is a sophisticated network-of-networks providing communications support to forward-deployed Marine forces across the USMC.mil domain.

As a Network Enterprise Design Engineer Senior, the individual will be responsible for implementing and monitoring security measures across communication systems and networks. This senior-level role involves ensuring these systems comply with stringent governmental and cybersecurity standards while maintaining operational integrity. The position requires proficiency in defensive cyber operations, managing security compliance in line with Marine Corps Installation Assessment Vulnerability Management (IAVM) directives, and executing vulnerability scans using tools such as Tenable SecurityCenter.

Additional responsibilities include configuring and maintaining Kafka and Confluent platforms for data ingest and management, supporting data pipeline architecture, and guiding the creation and enforcement of government-approved security policies, including incident handling and disaster recovery planning. The role also emphasizes collaboration and mentorship, encouraging the sharing of knowledge and guidance within the team to bolster collective cybersecurity posture.

Job Requirements

  • US citizen with active DoD Secret clearance
  • high school diploma or GED
  • minimum 8 years of related experience
  • current IAT Level III certification
  • experience with software defined networks
  • knowledge of Kafka architecture and proficiency in Kafka CLI tools
  • experience managing Confluent Schema Registry
  • expertise in data serialization with Avro and JSON Schema
  • knowledge of Linux commands
  • proficiency in SQL and KQL
  • understanding of SSL/TLS
  • experience with Java, Python, Go or Node.js

Job Qualifications

  • High school diploma or GED
  • minimum 8 years of related experience

  • understanding of Kafka architecture including brokers, topics, partitions, consumers, and producers
  • proficiency in Kafka CLI tools for topic creation, data publishing, and message consumption
  • experience managing schema evolution in Confluent's Schema Registry
  • expertise with Avro and JSON Schema for data serialization
  • solid knowledge of Linux and Linux commands
  • proficiency in SQL and KQL or other structured query languages
  • familiarity with Confluent/Kafka navigation
  • understanding of SSL/TLS for data encryption
  • experience with Java for Kafka client libraries
  • proficiency in Python for data pipelines and scripting
  • knowledge of Go or Node.js for building lightweight streaming applications

Job Duties

  • Develop, review and maintain procedures related to the overall monitoring of hosts/system
  • perform defensive cyber operation duties including ensuring server compliance with Marine Corps IAVM and Tenable SecurityCenter
  • configure and maintain the health of Confluent, Kafka, data/ingest flows and supporting architecture
  • develop and execute government approved security policies, plans, and procedures
  • implement data network security measures
  • conduct IS security incident handling
  • support Continuity of Operations Plan/Disaster Recovery plans
  • perform certification of IS and networks
  • perform weekly vulnerability audits, submit Plans of Action and Milestone (POA&M)
  • assist with patching for all DCO Division systems
  • teach, coach, and mentor others
  • build effective communications to explain complex technical information to wider audiences
