The Health and Services Sector within Leidos is currently seeking a Mid-Level OT/IT Network and Cybersecurity Engineer to join the Saxton Lab Team. Located in McLean, VA, the Saxton Transportation Operations Laboratory (STOL) is a USDOT research facility that advances the science and technology behind connected and automated vehicles as well as digital roadway infrastructure. STOL's mission is to enhance transportation safety, mobility, and environmental outcomes by pushing innovation boundaries, conducting rigorous testing, and demonstrating cutting-edge transportation communication technologies in real-world conditions. This includes vehicle-to-vehicle (V2V), vehicle-to-infrastructure (V2I), and vehicle-to-everything (V2X) communications, alongside cooperative driving automation. This mid-level engineer role is vital for maintaining the operational technology (OT) and IT infrastructure that supports the lab's sophisticated connected-vehicle testbeds and research experiments. The position involves ownership of network design, construction, operation, security, and cybersecurity across both OT and IT systems to ensure maximum reliability and protection of these critical research assets. The responsibilities extend to maintaining the cybersecurity posture of industrial control systems (ICS) and operational technology environments while facilitating the lab’s groundbreaking transportation cybersecurity research initiatives. Operating within the lab's Operations team and a matrix organizational structure, this engineer partners closely with researchers and project engineers to enable seamless testing campaigns and demonstrations that directly impact national transportation technology efforts.
The role prioritizes expertise in OT/IT network engineering and cybersecurity operations, including practical experience managing VLAN segmentation, firewall policies, routing, wireless distribution, and fiber/copper cabling. It also involves stewardship of security frameworks such as the Purdue Model and NIST standards tailored to a dynamic research environment. The incumbent will set up and manage cybersecurity elements like PKI and SCMS credentialing for V2X communications, conduct vulnerability assessments, handle incident response protocols, and maintain secure and reliable network infrastructure for both lab and field sites.

Job Requirements
- Bachelor’s degree in electrical/computer engineering, network engineering, computer science, IT, or related field with 4-8 years experience or technical associate’s degree with 7+ years
- Equivalent experience accepted
- 4+ years designing and administering OT or IT/OT networks including managed switching, routing, VLAN segmentation, VPN, and firewall rules
- Command infrastructure fundamentals including fiber/copper cabling, network/RF diagrams, and time synchronization protocols
- Working knowledge of Linux for device administration and scripting
- Ability to work full-time on-site in McLean, VA
- Ability to obtain and maintain Public Trust clearance with 3 years continuous U.S. residency
- Valid driver’s license
- Strong written and verbal communication skills
- Capacity for hands-on work including lifting up to 50 lbs
- Availability for occasional off-hours testing and events
Job Qualifications
- Bachelor’s degree in Electrical/Computer Engineering, Network Engineering, Computer Science, IT, or a related technical field with 4-8 years of hands-on experience in OT/IT networking, R&D, industrial, or field-deployed systems, or a technical associate’s degree with 7+ years
- Equivalent demonstrated experience considered in lieu of degree
- 4+ years experience designing, deploying, and administering OT or IT/OT converged networks including managed switching/routing, VLAN segmentation, VPN, firewall rules, including OT/ICS or research-testbed environments
- Command of infrastructure fundamentals including fiber/copper cabling, network/RF diagrams, time synchronization (NTP, PTP/IEEE 1588, GPS)
- Working knowledge of Linux for device administration and scripting
- Working knowledge or strong aptitude to acquire C-V2X (PC5/Uu)
- Holistic understanding of OT/ICS security requirements and relevant frameworks (NIST SP 800-82/800-53, Purdue Model, IEC 62443)
- Familiarity with OT threat landscape and PKI/SCMS for V2X credentialing
- Awareness of cybersecurity as related to functional safety in automated systems
- Strong written and verbal communication skills
- Ability to manage competing priorities in fast-paced environment
- Hands-on work in lab, garage, and field settings
Job Duties
- Design, build, and operate OT/IT networks underpinning the testbeds including VLAN segmentation, firewall/ACL and routing, wireless distribution, fiber/copper cabling, and backhaul to field-deployed roadside units
- Own day-to-day testbed and Smart Garage operations including commissioning and maintaining RSUs, onboard units, signal controllers, edge platforms, and network hardware
- Maintain accurate network documentation, precise time synchronization, and reliable edge-to-analytics data movement
- Establish and maintain a lab-wide OT security posture applying relevant frameworks and defense-in-depth segmentation
- Stand up and operate V2X security capabilities and run OT-appropriate vulnerability assessment and intrusion/anomaly monitoring
- Support test scenarios, in-vehicle and roadside instrumentation, and prepare lab tours, live demonstrations, and field testing
- Uphold the lab’s safety posture ensuring IT, OT, and cybersecurity work follows safety procedures with change-control for reconfigurations and deployments
