The Northrop Grumman Mission Systems (NGMS) sector is currently seeking a Manager Supply Chain Programs 3 to join their team onsite in Elkridge, Maryland. This role focuses on subcontract management within the Long Range Air Defense and Domestic Systems (LRADDS) Operating Unit, supporting both domestic and international programs. The position requires managing the strategy, planning, and performance oversight of major subcontract material and services content throughout the full program lifecycle. The Manager will act as the Supplier Management Team lead for the Program Management Office, coordinating cross-functionally to ensure all supply chain commitments are met and developing mitigation plans for any supplier-related program risks.
This dynamic role involves utilizing the Supplier Management Plan framework to develop effective oversight strategies, leading solicitations and negotiations with both domestic and international suppliers, and ensuring compliance with all subcontract elements including schedules, budgets, and procurement strategies. The Manager will oversee subcontract budget development, sales forecasting, cost management, and Earned Value Management System (EVMS) responsibilities. Active monitoring of schedule performance and implementation of recovery plans are essential to maintain program milestones. Additionally, the role includes briefing executive leadership and customers on subcontract status and risks, as well as managing risk and opportunity identification, mitigation planning, and execution.
The position requires a Bachelor’s Degree with 8 years or a Master’s Degree with 6 years of related experience in Supply Chain Management and Program or Project Management, including experience with supplier negotiations, Defense Contracting Subcontracting, and Earned Value Management Systems. The candidate must have at least 5 years of team leadership experience, 3 years of experience with international programs involving suppliers, and a deep understanding of Federal Acquisition Regulations (FAR) and agency supplements. U.S. Citizenship and an active government Secret clearance (or higher) granted or renewed within the last 6 years are mandatory. The role includes moderate international travel of up to 10%.

Job Duties
- Develop strategy, planning, oversight and performance management of major subcontracts
