Northrop Grumman Aeronautics Systems, a vital sector of the organization, is actively seeking a Manager of Supply Chain Programs 2 to join its Global Supply Chain (GSC) Program Management team. This leadership role is based onsite in San Diego, El Segundo, or Palmdale, California, reflecting the critical nature of the position requiring a 100% onsite presence with no telework option. Reporting directly to the Global Supply Chain Program Management Director within the Air Dominance Division, the Manager serves as the primary point of contact for supply chain operations supporting major aerospace programs.

The position centers around developing and executing supply chain strategies that align with program goals including affordability, operational efficiency, safety, and quality. The chosen candidate will leverage extensive knowledge across multiple supply chain disciplines and business acumen to ensure seamless program execution from start to finish. This includes responsibility for resource planning, material cost management, forecasting, schedule tracking, risk and opportunity management, supplier performance, and resolving supply chain issues promptly.

As part of the fast-paced GSC team, the Manager will coordinate across functions to meet program milestones, mitigate risks, and implement continuous process improvements using tools, metrics, and data integration. Accountability includes leading the programmatic supply chain efforts for one or more programs, acting as the Control Account Manager (CAM) responsible for both labor and non-labor costs, and developing procurement and subcontract strategies. The Manager will also participate in business acquisition processes, proposal evaluations, risk mitigation, contract negotiations, and ensuring compliance with Northrop Grumman’s policies.

Candidates must hold a Bachelor’s degree with at least five years of relevant experience or equivalent experience with advanced degrees or certifications. Experience in supply chain management, team leadership, and earned value management is essential, as is possession of an active U.S. Government Top Secret clearance with the ability to obtain Program Special Access. Preferred qualifications include prior experience managing subcontractors, aerospace and defense knowledge, a Master’s degree related to Business or Supply Chain, and strong communication skills at all organizational levels.

This role offers a competitive salary range from $146,600 to $219,800 depending on experience and qualifications, with potential eligibility for overtime, shift differentials, and discretionary bonuses. Job Requirements

  • Bachelor's degree or Master’s degree or High School Diploma/equivalent with relevant experience
  • Previous experience in supply chain
  • Minimum 3 years leading a team, process, or projects
  • Experience with Earned Value and reporting non-labor inputs
  • Proficiency in MS Office Suite and SAP
  • Active U.S. Government Top Secret Clearance
  • Ability to obtain and maintain Program Special Access
  • Ability to prepare and present executive-level presentations

Job Qualifications

  • Solid understanding of supply chain and program management principles and regulations
  • Excellent written, verbal, and presentation communication skills
  • Ability to liaise effectively with internal leadership and suppliers
  • Capability to work with limited supervision

Job Duties

  • Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs
  • Acts as the main focal point for the Program Management Office for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers
  • Leads supply chain Program execution, is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution
  • Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance
  • Oversees all aspects of Supply Chain for the Operating Unit, delivering status reports, acting with a sense of urgency in response to exigent requirements
  • Control Account Manager responsibility for labor and non-labor, including variance analyses and work package management execution utilizing Earned Value Management techniques
  • Develops the material strategy and leads activities for GSC in all phases of the Business Acquisition Process
  • Evaluates proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with company principles and operating practices
