Northrop Grumman Aeronautics Systems is currently seeking a Manager of Supply Chain Programs 2 to join their Global Supply Chain (GSC) Program Management organization. This role is integral to supporting Air Dominance Division initiatives within the Aeronautics Systems Sector and requires full-time, on-site work in the company’s locations in San Diego, El Segundo, or Palmdale, California. This leadership position demands expertise in supply chain strategies, program management, and operational efficiency to enhance the affordability, safety, and quality of supply chain activities supporting the program.

As the Manager of Supply Chain Programs, the successful candidate will report directly to the Global Supply Chain Program Management Director and act as the principal liaison with the Operating Unit’s Program Management Director. This role holds responsibility, accountability, and authority (RAA) in driving the development and execution of GSC strategies that meet program objectives and performance targets. The incumbent will manage cross-functional coordination to ensure fulfillment of supply chain commitments, resource planning, cost forecasting, risk management, schedule performance, and supplier engagement. Critical responsibilities include overseeing the entire supply chain workflow, managing procurement and subcontractor strategies, and maintaining compliance with organizational operating standards.

The position requires a proactive, agile, and solution-oriented manager capable of navigating a fast-paced environment to resolve issues rapidly and implement process improvements. Utilizing expertise in Earned Value Management (EVM), SAP, and MS Office Suite, the Manager will provide comprehensive oversight of labor and non-labor cost control, prepare executive-level presentations, and support business acquisition processes, including proposal evaluation, risk assessment, and negotiation. A current active U.S. Government Top Secret Clearance and the ability to obtain Program Special Access are mandatory due to the sensitive nature of the projects handled.

Northrop Grumman offers a competitive salary range of $146,600 to $219,800 annually, reflecting the candidate’s experience, education, and market conditions. Job Requirements

  • Bachelor's degree or higher in business management, program management, project management, supply chain, or operations with relevant years of experience
  • Previous experience in supply chain
  • Minimum three years leading teams, processes, or projects
  • Experience with Earned Value and non-labor inputs
  • Proficiency in MS Office Suite and SAP
  • Current active U.S. Government Top Secret Clearance
  • Ability to obtain and maintain Program Special Access
  • Ability to prepare and present executive-level presentations

Job Qualifications

  • Bachelor's degree with relevant experience or equivalent experience
  • Previous experience in supply chain management
  • Three years of leading a team, process, and/or projects
  • Experience with Earned Value Management and non-labor reporting
  • Proficiency in MS Office Suite and SAP
  • Active U.S. Government Top Secret Clearance
  • Ability to obtain and maintain Program Special Access
  • Strong ability to prepare and present executive-level presentations
  • Experience managing subcontractor financial performance
  • Previous experience as a Control Account Manager for non-labor
  • Aerospace and defense industry experience
  • Master’s degree in Business, Global Supply Chain, or Project Management
  • Solid understanding of supply chain and program management principles, policies, procedures, and regulations
  • Strong written, verbal, and presentation skills
  • Ability to communicate with multiple levels of internal leadership and external suppliers
  • Ability to work with limited supervision
  • Existing SCI clearance a plus

Job Duties

  • Responsible and accountable for the strategy, planning, and execution of all material and services content for a program or collection of programs
  • Acts as the main focal point for the Program Management Office for the entire supply chain and coordinates cross-functionally to ensure all supply chain commitments are met
  • Leads supply chain program execution, accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution
  • Briefs the PMO and executive management on status and issues affecting program cost and schedule performance
  • Oversees all aspects of supply chain for the Operating Unit, delivering status reports, acting urgently to respond to exigent requirements
  • Control Account Manager responsibility for labor and non-labor, including variance analyses and work package management execution utilizing Earned Value Management techniques
  • Develops material strategy and leads activities for GSC in all phases of the Business Acquisition Process
  • Evaluates proposal submissions, identifies risk and mitigation strategies, develops negotiation plans, and prepares subcontract files in compliance with company principles and practices
