Within its Aeronautics Systems division, Northrop Grumman is seeking a Manager of Subcontracts 2. This is a full-time, on-site leadership role located in Palmdale, CA or El Segundo, CA, with no remote work option. The position comes with a salary range of $146,600 to $219,800 per year, reflective of the experience and qualifications of the selected candidate. The Manager will lead a team of five to seven subcontract specialists, overseeing the entire subcontract process from initiation through performance monitoring. This role demands a proactive leader skilled in managing complex portfolios, including subcontracts valued at over $100 million. The manager will coordinate closely with cross-functional teams such as contracts, engineering, quality, supplier development, planning, operations, and program offices to ensure that subcontract goals align with company and customer requirements.

Additionally, the Manager will be the main interface for subcontract-related activities, delivering program reviews, escalating issues to senior management, and briefing executives and customers on portfolio status. Strong negotiation skills and risk mitigation strategies are integral to this position, alongside ensuring compliance with all regulations, including Federal Acquisition Regulations (FAR) and Defense FAR (DFAR). The Manager will also be responsible for mentoring and developing team members, fostering a culture of excellence and continuous improvement.

This role requires an active U.S. Government Top Secret clearance and the ability to maintain Program Special Access. The successful candidate will possess extensive experience in subcontract management, procurement, or contract management within the defense industry, preferably with Department of Defense (DoD) contracts. Expertise in SAP or related purchasing software, knowledge of Earned Value Management System (EVMS), and strong presentation skills to executive leadership are essential. Preferred qualifications include a Master’s degree in Business, Global Supply Chain, or Project Management, significant experience negotiating high-value contracts, and familiarity with risk management and change management practices.

Job Requirements

Job Qualifications

  • Bachelor's degree with 5 years experience or Master's degree with 3 years experience or High School Diploma/Equivalency with 9 years experience
  • Experience in subcontracts management, procurement, program management, or contracts management
  • Proficient in SAP or related purchasing software
  • Subcontract management responsibility experience
  • Skilled in conducting oral presentations to executive leadership
  • Experience leading teams, processes, or projects
  • Active U.S. Government Top Secret Clearance
  • Ability to obtain and maintain Program Special Access
  • Preferred: Master's degree in Business, Global Supply Chain, or Project Management
  • Knowledge of FAR and DFAR
  • Experience managing high dollar development subcontracts
  • Significant experience with DoD subcontract management
  • Knowledge of Earned Value Management System
  • Previous CAM experience or training
  • Negotiation skills with contracts in excess of $100 million
  • Risk mitigation and change management experience
  • Internal Northrop Grumman subcontract experience preferred

Job Duties

  • Lead a subcontracts team of five to seven specialists managing cost, schedule, and performance requirements
  • Act as primary point of contact for all major subcontract activities within assigned portfolio
  • Escalate issues to senior supplier management and brief internal executive leadership and customers
  • Conduct program reviews with subcontractors and program offices
  • Manage all phases of subcontracts from initiation, market research, negotiations to execution
  • Coordinate with contracts, engineering, quality, supplier development, planning, and operations teams
  • Evaluate and monitor supplier quality, reliability, and delivery schedules in conjunction with quality organization
  • Identify cost reduction strategies and opportunities to improve efficiency and manage risk
  • Ensure portfolio compliance with public laws and company policies including import/export regulations
  • Assess supplier performance and manage strategic/key supplier relationships
  • Develop and mentor team members to enhance their skills and career growth
