The role of Manager Programs 3 - Digital Engineering Ecosystem at Northrop Grumman Aeronautics Systems presents an exceptional leadership opportunity within their Melbourne, FL facility. This position is specifically on-site and demands a strong presence due to sensitive program requirements and security clearance needs. Working under a 9/80 schedule that offers a flexible work rhythm with every other Friday off, this role focuses on managing program execution and supply chain activities to meet contractual, technical, affordability, and schedule requirements. The Manager will lead cross-functional integrated program teams (IPTs) dedicated to the Digital Engineering Ecosystem, driving high-quality program delivery. They will be responsible for cultivating and maintaining strong customer relationships, developing new business opportunities through strategic planning and proposal development, and ensuring that all program elements align with customer and company objectives.

Key responsibilities include leading the development and management of program baselines, financial and schedule adherence using Earned Value Management methodologies, contract negotiations, and risk and opportunity management practices. The individual will play a critical role in coordinating with suppliers and internal teams, managing government property and information, and ensuring compliance with internal processes, policies, and industry standards. Exceptional communication and leadership skills are essential as the position engages with customers, executive management, functional leaders, and supply chain partners. This role demands a motivated, resourceful professional who can navigate high-tempo environments, apply analytical reasoning, and foster continuous improvement.

Candidates for this role must have a bachelor's degree with significant experience or a master’s degree with relevant experience in project or program management, engineering, capture efforts, or business management. Experience with digital tools, model-based systems engineering (MBSE), DevOps, and digital manufacturing tools is essential. Holding or the ability to obtain and maintain a Secret government security clearance is a must for this position due to program sensitivities. Preferred qualifications include an active DoD Top Secret clearance, experience with the Atlassian Suite (Confluence, JIRA), Agile task management methodologies, value stream improvement, and demonstrated success in leading teams and maintaining strong customer relationships.

The salary range for this position is competitive, from $166,700 to $250,100, reflecting the seniority and expertise expected. Job Requirements

  • Bachelors degree and 10 years of related experience as defined, or Master’s degree and 8 years of related experience as defined
  • Experience includes project management, program management, engineering, capture efforts, or business management
  • 3 years experience in project management or program management related role
  • Prior CAM experience
  • Experience with digital tools to manage cost, schedule, staffing
  • Experience with MBSE, DevOps, manufacturing digital tools
  • Ability to transfer and maintain government Secret clearance (DoD must be in-scope or enrolled in Continuous Evaluation)
  • On-site presence required and cannot be performed remotely
  • Eligible to travel up to 10 percent of the time
  • U.S. citizenship required

  • Master’s degree with 8 years of related experience or Master of Science in STEM with 7 years of related experience
  • 3 years experience in project management or program management related role
  • Prior CAM experience

  • Experience with MBSE, DevOps, manufacturing digital tools
  • Ability to transfer and maintain the final adjudicated government Secret clearance
  • Active DoD Top Secret security clearance preferred
  • Experience with the Atlassian Suite of Tools (Confluence, JIRA) preferred
  • Agile task management experience (Kanban, Sprint) preferred
  • Value stream improvement experience preferred
  • Demonstrated success leading teams and/or organizations to achieve a common goal preferred
  • Demonstrated ability to develop and maintain strong internal and external customer relationships preferred
  • Demonstrated collaboration, communication, and team building skills preferred

Job Duties

  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations
  • Leading and directing cross-functional Integrated Program Teams to meet program cost, schedule and technical performance objectives
  • Measuring and reporting program performance
  • Delivering presentations to customers, executive management and other program stakeholders
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions
