The role of Manager, IT Application Development at Family Dollar is a critical leadership position within the company's Information Technology department. The Manager, IT Application Development is responsible for overseeing the planning, delivery, and continuous support of enterprise HR and Legal technology solutions throughout Family Dollar's extensive retail footprint. This role is essential to ensuring that HR and Legal systems are reliable, secure, and cost-effective, supporting critical functions that impact employees and legal compliance within the organization. The manager will lead both internal teams and external partners, including consultants, vendors, and systems integrators, to deliver high-quality applications and integrations.
Key responsibilities include managing the entire lifecycle of application development initiatives from intake and prioritization through to deployment and support. This involves coordinating resources, managing vendor relationships, overseeing budgets and forecasts, and ensuring that all projects adhere to delivery timelines and quality standards. The manager must also drive process improvements, enhance operational stability, and ensure that all technology deployments minimize disruptions to business operations.
This role demands strong project and delivery management skills, an ability to navigate complex systems integrations, and expertise in vendor management including contract negotiation and financial controls. The ideal candidate will have experience with retail hardware and service procurement and a solid understanding of HR and Legal technology systems such as payroll, recruiting, onboarding, benefits, contract management, eDiscovery, and compliance.
Technical knowledge in backend services, APIs, data feeds, data security, cloud platforms (AWS, Azure, or GCP), and enterprise architecture is highly valued. Familiarity with Agile or hybrid delivery methodologies and SDLC best practices will further support success in this position. The manager is also expected to provide leadership and development opportunities for team members through coaching and performance management.
This position involves travel commitments of approximately 10 percent or more for project meetings, events, and conferences. Job Requirements
- Bachelor’s degree in business, computer science, MIS, or a related field
- 5+ years of relevant IT experience or 10+ years of equivalent progressive experience
- Experience managing internal teams and external development vendors
- Experience working with systems integrators, software vendors, and hardware providers
- Strong project and delivery management skills across complex initiatives
- Experience with retail hardware and services procurement, including contract negotiation
- Proven ability to manage budgets, forecasts, and vendor financial accountability
- Strong communication and stakeholder management skills
Job Qualifications

Job Duties
- Own intake, prioritization, and delivery of application development initiatives from requirements through deployment
- Lead and coordinate internal staff, consultants, systems integrators, and hardware/software vendors
- Provide oversight and technical direction for application development, integrations, and deployments
- Curate scalable enterprise level solutions that are reliable and optimized for future growth
- Manage multiple concurrent initiatives while identifying risks, dependencies, and mitigation strategies
- Oversee HR and Legal technology deployments to ensure minimal operational impact
- Manage budgets, forecasts, vendor contracts, and change orders
- Hold vendors accountable to delivery commitments, SLAs, and financial controls
- Drive process improvement, delivery quality, and operational stability
