This job opportunity is with a leading transportation management organization operating under the Florida Department of Transportation (FDOT) District Four. The District Four office is strategically located on Commercial Boulevard in Broward County, Florida, serving as a pivotal hub for regional transportation coordination and oversight. The organization specializes in Intelligent Transportation Systems (ITS), Traffic Signals, Tolling Operations, and related technologies to enhance and manage traffic flow, safety, and roadway efficiency across the district. The office operates the Regional Transportation Management Center (RTMC), which serves as the nerve center for monitoring and managing transportation systems within the district, including express lanes and ramp signaling systems that contribute to improved traffic operations and commuter experiences. As part of FDOT District Four, the center plays an essential role in reducing congestion, managing lane operations, and improving the reliability of roadways that serve millions of users annually. The role being offered is a full-time position responsible for overseeing all aspects of the Managed Lanes and Ramp Signaling Program within District Four. This includes operational management of the I-95 Express Lanes, I-75 Express Lanes, and the ramp signaling system on I-95. The position requires a deep understanding of traffic signal operations, tolling technology, and performance metrics analysis. The selected candidate will work closely with various stakeholders, including IT specialists, traffic operators, and maintenance personnel to monitor performance, evaluate operational data, and implement improvements aimed at sustaining and enhancing service levels. Responsibilities extend to updating key operational documents such as the District 4 Express Lanes Operational Procedures (ELOP) annually and ensuring all software, hardware, and firmware upgrades are tested and deployed successfully without disrupting service. Additionally, the role demands leadership abilities to manage the teams operating under this program, including lead operators and ramp signaling operators, with a strong emphasis on teamwork, communication, and professional development.
This position reports to the department's higher management and serves as the primary liaison in meetings, workshops, and public outreach efforts concerning the Managed Lanes and Ramp Signaling systems. The incumbent is expected to bring innovation and professionalism to improve traffic conditions, support public information initiatives, and maintain documentation accuracy for continuing operational excellence. The salary range for this role is $75,000 to $95,000 annually, reflecting the position's technical expertise and leadership requirements. Job Requirements
- Bachelor's degree from accredited university in engineering or STEM discipline
- Minimum two years of experience in Transportation Management Center or similar environment
- Experience in signal operations, design or maintenance
- Ability to analyze and interpret performance metrics
- Strong communication skills
- Ability to lead and manage operational teams
- Willingness to support public outreach and engagement efforts
Job Qualifications
- Bachelor's degree from an accredited four-year college or university in engineering or STEM discipline
- Signal operations, design, or maintenance experience
- Two or more years of experience working in a Transportation Management Center or similar environment
- International Municipal Signal Association (IMSA) Traffic Signal Technician Level II certification preferred
- Familiarity with Florida Department of Transportation policies, specifications, and ITS, Tolling and Signal Operations concepts preferred
- Strong communication skills
- Ability to work collaboratively in a team environment
- Leadership experience or ability to manage operations personnel
Job Duties
- Oversee managed lanes operations
- Oversee ramp signaling operations
- Oversee overall project performance to ensure it is meeting intended results
- Evaluate and analyze project related performance metrics
- Develop and implement recommendations to mitigate performance measures degradation
- Conduct and oversee operational analyses
- Update the District 4 Express Lanes Operational Procedures (ELOP) at least once a year
- Provide project related data and information to internal and external stakeholders
- Coordinate and support testing for all software, hardware, and firmware upgrades and changes
- Review and update operational parameters including Time of Day, Level of Service, and Traffic Density Delta tables for Express Lanes
- Manage minimum and maximum metering rates and parameters for Ramp Signaling
- Represent the department in meetings, workshops, and presentations as project lead and technical expert
- Support public outreach and public information efforts
