Currently, D.R. Horton, Inc. is seeking a Land Development Project Manager to join its team in Tysons, Virginia. This full-time role is crucial in managing vendors and contractors to efficiently develop raw land into fully prepared home and amenities construction sites for new communities. The Land Development Project Manager will be responsible for reviewing and understanding all civil improvement plans, geotechnical evaluations, landscape plans, and project specifications. They will play a pivotal role in overseeing the entire development process, including infrastructure installation, home construction lot preparation, landscaping, and amenities construction such as parks. The position involves coordinating with jurisdictional officials and other stakeholders to ensure compliance with regulations and successful project delivery.

The role demands proficiency in maintaining project schedules, tracking milestones, and reporting any delays to ensure timelines are met. The manager will support project managers with civil engineering plan clarifications, manage bids and contracts, develop contract scopes and pay scales, and assemble bid packages. Performance monitoring and budget management are key aspects, including tracking market pricing and approving field purchase orders. A significant part of the responsibility also involves ensuring all best management practices related to stormwater pollution prevention and dust control are adhered to while complying with all applicable codes and company policies.

Job Requirements

  • Associate degree or equivalent from a two-year college or technical school
  • Three years of related experience with civil construction, landscaping, irrigation systems, and/or hardscape installation and maintenance
  • Must have a vehicle and valid driver’s license
  • Proficient in scheduling software
  • Ability to apply common sense understanding to carry out instructions furnished in written oral form or via DRH applications
  • Proficiency with MS Office and email

Job Qualifications

  • Associate degree or equivalent from a two-year college or technical school
  • Three years of experience in civil construction, landscaping, irrigation systems, or hardscape installation and maintenance
  • Must have a vehicle and valid driver’s license
  • Proficient in scheduling software
  • Ability to apply common sense understanding to carry out instructions
  • Proficiency with MS Office and email
  • Bachelor’s degree from a four-year college or university preferred
  • Strong communication skills
  • Ability to multi-task and pay attention to detail
  • Bilingual a plus

Job Duties

  • Review and understand civil improvement plans, geotechnical evaluations, landscape plans, and project specifications
  • Implement and oversee development and scheduling for infrastructure installation including home construction lots, landscaping, parks and amenities
  • Meet with jurisdictional officials during installation and inspection of civil construction and amenities
  • Ensure project schedule and critical path sequence accuracy and identify delays
  • Track and communicate key project milestones to internal departments and external stakeholders
  • Assist project managers with civil engineering plan clarifications and revisions
  • Work directly with subcontractor office and field personnel
  • Assist in managing bid, review and award process
  • Develop contract scope of works and pay-scales for bidding
  • Assemble documents and plans for bid packages
  • Calculate quantities from construction plans for budgeting and bidding
  • Review and understand land development contracts with subcontractors
  • Represent land development management in site issues concerning infrastructure, as-built plans, and landscaping
  • Oversee and approve field purchase orders
  • Track market pricing for budget development and identify budget shortfalls
  • Oversee best management practices related to SWPPP and dust control
  • Ensure compliance with local, state, and national codes and company policy
  • Interface with departments for communication on timing, design, and access of development status
  • Conduct business professionally and ethically
  • Ability to travel overnight
