The Joint Exercise Planning & Facilitation Subject Matter Expert (SME) role at D&G Solutions delivers critical support in designing, planning, coordinating, and executing strategic exercises and event-based training activities to support U.S. Strategic Command (USSTRATCOM). The position is integral in crafting realistic operational environments that challenge participants with complex scenarios, encourage meaningful dialogue, and generate actionable insights aimed at enhancing mission readiness and strategic effectiveness. This SME collaborates with Combatant Commands, Joint Staffs, and Service-level organizations to develop tabletop exercises (TTXs), readiness drills, senior leader discussions, wargames, and seminars that test and advance deterrence theory, strategic deterrence strategy, and the evaluation of operational risks.

The role requires strong military planning process skills and profound understanding of U.S. operations and investments shaping the strategic environment. The SME acts as a key facilitator and coordinator, managing milestones, logistics, participant engagements, and communication flow between operational cells and leadership. Responsibilities include briefing General/Flag Officers and senior civilian personnel and providing well-structured oral and written presentations to support decision-making. This position demands the ability to operate dynamically in high-tempo environments, ensuring that every exercise is executed expertly to inform and improve strategic outcomes. The role requires an active TS/SCI clearance and typically involves around 10% CONUS travel. Job Requirements

  • Active TS/SCI clearance required
  • Restricted to U.S. persons (U.S. citizens, permanent residents, and other protected individuals under 8 U.S.C. 1324b(a)(3))
  • Approximately 10% CONUS travel
  • On site at Offutt Air Force Base, Bellevue, Nebraska
  • Ability to facilitate complex discussions and manage event logistics
  • Proven capability to develop and execute detailed exercise scenarios
  • Excellent organizational and leadership skills

Job Qualifications

  • Associate or bachelor's degree in Strategic Studies, International Affairs, Military Studies, Public Policy, or related field preferred
  • Equivalent military operational experience may be substituted
  • Seven years of experience designing, planning, and leading seminars, tabletop exercises, wargames, or similar events
  • Experience supporting one or more USSTRATCOM mission areas at the Combatant Command, Joint Staff, or Service MAJCOM level
  • Strong communication and briefing skills with the ability to effectively engage senior military and civilian leaders
  • Ability to operate effectively in dynamic, high-tempo operational and exercise environments

Job Duties

  • Understand and demonstrate superior military planning process skills to determine the effectiveness of U.S. operations, activities, and investments in shaping the strategic environment, deterrence theory, strategic deterrence strategy, and disparate ways of evaluating risk
  • Design, plan, and execute Joint Exercise events, including tabletop exercises (TTXs), readiness drills, senior leader discussions, seminars, and wargaming activities
  • Consult with event sponsors and stakeholders to define objectives, develop scenarios, and identify venues that support desired outcomes
  • Coordinate all event requirements including milestones, logistics, participant management, documentation, and event updates
  • Support identification of participants, exercise tools, scenario injects, data collection methods, and lessons learned requirements
  • Support briefings and written analyses for General/Flag Officers and senior civilian personnel
  • Serve as an event facilitator or cell facilitator during Joint Exercise events
  • Guide discussions, participant engagement, and event activities toward achievement of exercise objectives
  • Serve as a liaison between participant cells and White Cell personnel, ensuring effective communication, coordination, and exercise flow
  • Provide observations, assessments, and insights to exercise leadership and data collection teams
  • Perform other duties as directed by the Program Manager
