The role of a J7 Joint Exercise Planner at KBR is a critical position supporting the U.S. Space Command (USSPACECOM). This position is designed for an experienced professional who will contribute directly to the planning, execution, and assessment of joint military exercises within the space domain. It requires an individual with deep expertise in the Joint Exercise Life Cycle (JELC), joint military operations, and the unique technical requirements of space defense activities. The planner will act as a subject matter expert (SME) for various exercise phases, working closely with multiple combatant commands, allied forces, and national partners to enhance joint training and operational readiness.

This full-time position is based in Colorado Springs, CO, with a standard 40-hour workweek and minimal travel requirements of 0-20%. The position demands a high-security clearance level, including an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with additional privileges such as ACCM and SAP eligibility. In this role, the planner will have responsibilities across the entire lifecycle of joint exercises from concept development through execution and after-action reviews. Key duties include supporting the Joint Exercise Life Cycle by developing training objectives, managing force requests, and ensuring synchronized coordination among various military commands and alliances. The planner will also contribute to the mastery and utilization of specialized tools such as the Joint Training Tool (JTT), Joint Operation Planning and Execution System (JOPES), and other command and control systems relevant to space and cyber operations.

The planner is expected to facilitate and manage complex interagency collaborations, develop detailed training documents, conduct briefings for senior military and civilian leaders, and support strategic planning conferences. Additionally, the role requires creating and managing media and presentations that communicate exercise objectives clearly and effectively. Beyond the technical and operational scope, the planner also acts as an observer, trainer, and assessor during training events, ensuring that the highest standards of readiness and competency are maintained.

KBR seeks candidates with extensive experience in joint military training, particularly those familiar with space and cyber mission areas such as satellite communications, GPS, missile warning, and space domain awareness. A background in Combatant Command environments or equivalent joint operational experience is highly valued. Job Requirements

  • Bachelor's degree or higher or 15+ years relevant experience within the DoD
  • Completion of JPME I highly desired, JPME II preferred
  • Experience with Joint Training Tool
  • Advanced project management skills
  • Excellent oral and written communication
  • Current Top Secret TS/SCI clearance with ACCM and SAP eligibility
  • Ability to work standard 40-hour week in Colorado Springs, CO
  • Minimal travel 0-20%
  • Experience supporting USSPACECOM or equivalent
  • Ability to coordinate with multiple military commands and external agencies
  • Strong knowledge of joint space operations

Job Qualifications

  • Bachelor's degree or higher
  • 15+ years relevant experience within the DoD in lieu of degree
  • Completion of JPME I highly desired
  • JPME II preferred
  • Extensive experience in developing Government specified content for USSPACECOM J7 joint exercises, tabletop exercises, proof of concepts, experiments, live fire and rehearsal of concept drills
  • Experience with the Joint Training Tool
  • Advanced capability initiating and managing complex projects
  • Advanced experience providing strategic advice, technical guidance and expertise to program and project staff
  • Excellent oral and written communication skills
  • Extensive experience developing memorandums, talking papers, staff packages, and other DoD correspondence
  • Extensive experience developing senior level briefings
  • Experience briefing and interacting with senior GO/FLAG level officers and senior civilians
  • Experience coordinating plans between internal and external staff agencies
  • Current/relevant space/joint space operations knowledge and background
  • Previous experience on Combatant Command, MAJCOM, HHQ, Joint Staff, OSD etc.
  • Current Top Secret clearance with SCI, ACCM and SAP eligibility

Job Duties

  • Serve as a SME on all aspects of the Joint Exercise Life Cycle to include the required outcomes and deliverables for each phase
  • Support the USSPACECOM J7 Exercise Support Branch by serving as a SME on the Joint Training Tool
  • Review, develop and process force requests to support the JELC for USSPACECOM Tier 1, Tier 2 exercises, and reciprocal events at other CCMDs
  • Provide SME support across multiple space mission areas including SATCOM, GPS, Space Domain Awareness, Missile Warning, STO, SEW, CYBERCOM activities and Space Control
  • Provide SME support on exercise requirements and operational plans for all CCMDs and work with EUCOM, INDOPACOM, CENTCOM, CYBERCOM, SOUTHCOM, SOCOM, STRATCOM, NATO, Allies and partners planners
  • Provide IMAT development support to assess and validate JOC, GOC, and other operations centers on critical, time sensitive issues
  • Identify intel exercise objectives, develop TPFDD using JOPES, provide JECG augmentation, manage the JMSEL and collect observations after execution
  • Create and prepare media, presentations and briefings in support of exercise planning
  • Manage inputs for JMETL and integrate with UJTL
  • Coordinate assessment of Mission Essential Tasks and subordinate tasks in applicable systems
  • Serve as an exercise observer, trainer, assessor as needed
  • Coordinate and configure equipment systems and support execution of the Joint Training & Execution System
  • Design and conduct space exercise events for all Joint Staff and USSPACECOM identified exercises, experiments, proof of concepts or live fire events
  • Assist with the planning, coordination, and support for conferences such as Concept Development Conference, Initial Planning Conference, Mid-Planning Conference, Final Planning Conference, and Master Scenario Event List Synchronization Conference
  • Maintain exercise SharePoint portals and manage JMSEL
  • Use USTRANSCOM Single Mobility System-SMS to provide estimates for JETP CTP costs
