The role of HR Compliance Specialist at The Parking Spot is a full-time position providing a hybrid work experience in downtown Chicago, with a competitive salary range of $60,000 to $65,000 per year. This position is crucial within the People Operations and field management teams, focusing on ensuring compliance with internal policies, Department of Transportation regulations, as well as federal, state, and local laws relevant to the HR function. The HR Compliance Specialist will independently manage employee credentialing processes, including pre-employment qualifications and continuous monitoring of CDL and non-CDL licenses, driver medical certifications, and reporting, while coordinating with third-party vendors. Maintaining the company’s driver compliance program, supporting employee audits such as I-9, E-Verify, DOT, and DOL, and assisting in addressing daily compliance inquiries are key responsibilities. The Specialist will also coordinate drug and alcohol testing programs across all locations, manage leave of absence tracking, and ensure adherence to all applicable state and federal regulations.
Additionally, the HR Compliance Specialist will handle the unemployment process, including representing the employer in hearings and responding to claims, monitor wage and labor law requirements, and assist with Clearinghouse entries and compliance vendor reporting. This role demands high ethical standards, transparency, and accuracy in reporting potential compliance risks. The ideal candidate will bring at least three years of experience in HR, compliance, or safety roles, with a preference for those with experience in the DOT or transportation industry and proficiency in using HRIS systems, dashboards, and Excel. Job Requirements
- 3+ years of experience in HR, compliance, or safety positions
- DOT or transportation industry experience preferred
- Experience using dashboards, Excel, and an HRIS, preferably UKG
- Strong interpersonal and communication skills

Job Duties
- Independently manage employee credentialing including pre-employment qualifications, continuous license monitoring CDL and non-CDL license requirements driver medical certifications, reporting, and third-party vendor management
- Maintain TPS driver compliance program including internal or external audits
- Assist with employee audits (I9, E-Verify, DOT, DOL, and others)
- Support employees and leaders by addressing day-to-day compliance inquiries and maintaining updated compliance templates and process documents
- Maintain driver qualification files and vehicle files as well as perform periodic audits to ensure compliance
- Partner with the HRBP team to review MVR reports to ensure safe hiring and retention practices
- Coordinate the TPS drug and alcohol testing programs for all locations across the portfolio
- Maintain leave of absence tracking and employee communications while ensuring compliance to all state and federal requirements
- Coordinate the unemployment process including coordinating employer representatives for hearings, responding to claims, and submitting required documentation
- Coordinate and manage the calendar for minimum wage or union increases, labor law poster distribution
- Assist the administration of the Clearinghouse entries and reporting requirements with TPS compliance vendors including manual processes or integrated systems
- Maintain a high level of ethics, transparency, and accuracy when reporting compliance risks and potential exposure
