Job Description

The Orange County Sheriff's Department is one of the largest law enforcement agencies in the United States, dedicated to providing comprehensive public safety through a collaborative, innovative, and service-oriented approach. Serving a population of over three million residents, the Department operates through six organizational commands divided into 23 divisions. These divisions provide a wide range of services including patrol operations by land, air, and sea, custody operations, investigative services, emergency management, coroner services, forensic science, and specialized public safety operations. With nearly 4,000 sworn and professional staff members, the Department is committed to maintaining safety and security within Orange County and its surrounding communities.

Within the Orange County Sheriff's Department is the Inmate Services Division, which encompasses Commissary Operations, Food Services, and Correctional Programs. This division plays a crucial role in managing the welfare of the inmate population by providing nutritional meals, rehabilitative programs, and other support services. The Food Services Unit within this division operates five kitchens, three inmate dining halls, and three warehouses, producing over 3.8 million meals annually. The unit employs approximately 81 professional staff along with inmate kitchen crews to ensure meals are prepared and served in accordance with strict nutritional and safety standards established by state and federal guidelines. These meals include special medical diets, religious dietary accommodations, and court-ordered meals, all ensuring compliance with California Board of Corrections Title 15, National Academy of Sciences Recommended Daily Allowances, and the California Retail Food Code.

The Head Institutional Cook position is a vital supervisory and leadership role within the Food Services Unit. This role is responsible for overseeing the preparation and cooking of large quantities of meals to be served to inmates across multiple facilities. The incumbent supervises and trains cooks, food service workers, and inmate or youth workers, coordinating meal preparation to meet scheduled service times while ensuring that food quality and safety standards are strictly adhered to. This position also involves menu planning, inventory control, and the inspection of final food products to uphold established dietary guidelines. The role necessitates a thorough understanding of institutional food service practices, supervisory skills, and the ability to manage complex food preparation operations efficiently.

This recruitment is an open continuous process designed to establish an eligibility list to fill current and future vacancies within the Orange County Sheriff's Department, as well as other County agencies that may use the list. The Head Institutional Cook will experience a dynamic work schedule that includes rotations through various assignments, shifts, including nights, weekends, holidays, and potentially in correctional facilities. The position offers a negotiable salary based on qualifications and position requirements, plus premium pay such as a $1.50 per hour jail supplement for those working within correctional settings. The Department places a strong emphasis on compliance with health and safety regulations, and the successful candidate will be expected to pass an extensive background investigation and maintain certifications relevant to the food service and institutional environment. Job Requirements

  • Two years experience as Institutional Cook with County of Orange or three years preparing and cooking large quantities of food in institutional settings including one year of supervisory experience
  • Valid California Food Handler Certification may be required
  • Ability to lift up to 50 pounds and perform physical tasks such as bending, stooping, and standing for extended periods
  • Clear background check with no felony convictions
  • Willingness to work varied shifts including nights, weekends, and holidays
  • Successful completion of background screening including fingerprinting and possible polygraph test

Job Qualifications

  • ServSafe certification preferred
  • Experience in institutional food service settings such as corrections, military, schools, hospitals, or airline feeding
  • Knowledge of computer software programs and food service management information systems
  • Experience in a food service supervisory or management position
  • Familiarity with relevant health and safety regulations
  • Ability to supervise large-scale food preparation
  • Skilled in menu planning and inventory control
  • Strong communication and leadership skills
