TMG’s Petroleum Division, also known as NECO Petroleum, is a vital component of the company’s operational portfolio. NECO Petroleum is responsible for the wholesale distribution of petroleum products, fuel logistics, transportation management, and maintaining compliance with industry standards. The General Manager (GM) role for NECO Petroleum is a full-time, exempt position based in Buffalo, NY, reporting directly to the President and CEO of Tarbell Management Group. This leadership position is pivotal for ensuring operational excellence, fostering a culture of safety and high performance, and driving sustainable growth aligned with TMG’s mission to empower Tribal Nations.

The General Manager of NECO Petroleum oversees all activities within the petroleum division including supply chain management, fleet operations, safety protocols, compliance with regulations like DOT, FMCSA and OSHA, maintenance logistics, and third-party partnership management. The role is responsible for leading a diverse team, partnering with internal departments such as Business Development, Customer Experience, Accounting, and People Operations to create cohesive strategies regulating daily operations while expanding market opportunities. This position demands a strategic thinker with expertise in financial management, multi-site operations oversight, and relationship-building with vendor partners and Tribal stakeholders.

Central to this role is cultivating a safety-first culture by championing driver training, professional development, and regulatory compliance. The GM ensures that audits, inspections, and readiness reviews are met with operational precision. Additionally, they manage the full profit and loss accountability for NECO Petroleum, developing and overseeing operating and capital budgets, cost controlling, and supplier relationship management.

The General Manager is also key in advancing customer satisfaction and developing strong alliances with Tribal Nations and industry partners. The role requires proactive communication skills and the capacity to respond to operational requirements 24/7 as needed. Candidates should have proven leadership success managing P&L, multi-site logistics, and third-party trucking providers, with a strong comfort in using technology-driven solutions such as ERP and fleet management systems.

Job Requirements

  • Bachelor’s degree in business, petroleum management, transportation, or a related field or equivalent experience
  • Proven leadership experience in petroleum, logistics, or transportation operations
  • Experience managing profit and loss statements and multi-site operations
  • Knowledge of supply management and vendor partnerships
  • Familiarity with petroleum regulations and DOT compliance
  • Experience with ERP and fleet management systems
  • Ability to build strong relationships with Tribal Nations and partners
  • Strong communication and negotiation skills
  • Ability to work in a combination of office and field environments
  • Willingness to travel regularly
  • Ability to stand, walk, bend, climb, and lift up to 25 lbs occasionally
  • Comfortable with exposure to outdoor weather, fuel odors, and moderate noise

Job Qualifications

  • Bachelor’s degree in Business, Petroleum Management, Transportation, or related field or equivalent experience with progressive leadership in petroleum, logistics, or transportation operations
  • Proven success managing P&L, multi-site operations, and third-party logistics providers
  • Experience in supply management, vendor partnerships, and customer relationship development
  • Familiarity with petroleum regulations, DOT compliance, and ERP/fleet management systems
  • Familiarity with multi-state distribution of petroleum products and general licensing requirements
  • Strategic thinker with strong analytical and financial management skills
  • Inspirational leader skilled in coaching and developing teams
  • Excellent communication, negotiation, and relationship-building abilities
  • Adept at building rapport with Tribal Nations, partners, and internal teams
  • Decisive and proactive with an entrepreneurial mindset
  • Technologically proficient in logistics, dispatch, and fleet analytics tools
  • Available for 24/7 operational response as needed

Job Duties

  • Build and sustain a high-performance value-driven culture of teamwork and accountability in accordance with the company’s core values
  • Partner with People Operations and internal safety areas to recruit, develop and retain skilled drivers and team members that meet or exceed company values
  • Champion continuous learning and development with teams and leaders
  • Champion a safety-first culture in accordance with all DOT, FMCSA, OSHA and environmental standards
  • Oversee driver training, certification and ongoing professional development
  • Ensure operational readiness for audits, inspections and compliance reviews
  • Deliver TMG’s mission and values into actionable operational goals for NECO Petroleum
  • Oversee daily operations including dispatch, routing, delivery procedures, maintenance and terminal logistics
  • Manage both in-house fleet operations and third-party trucking partners ensuring efficient, safe and reliable service delivery
  • Develop and execute supply strategies that ensure reliable fuel procurement and delivery
  • Partner cross-functionally to support growth and operational alignment
  • Identify and pursue new market opportunities, partnerships and business streams
  • Accountable for NECO Petroleum’s full profit and loss statement
  • Develop and manage annual operating budgets and capital budgets, monitor performance against goals, and complete critiques as necessary
  • Ensure cost controls, margin optimization and effective resource allocation
  • Support system modernization with ERP and Dispatch Software Solution
  • Strengthen supplier relationships to ensure cost-effective sourcing and uninterrupted supply
  • Work closely with Customer Experience and Business Development teams to build strong relationships with Tribal Nations and their partners
  • Foster a proactive approach to customer communication, ensuring exceptional customer service and satisfaction
  • Work closely with Business Development to build strong relationships with all supply partners and vendors nationally
