The Chatham County Engineering Department is actively seeking a skilled and motivated Floodplain Coordinator to join its dedicated team. This position plays a vital role in managing and promoting floodplain management programs to ensure the county’s compliance with federal regulations and enhance resilience against flood risks. The Floodplain Coordinator supports the County’s participation in the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program (NFIP) and fosters awareness of floodplain issues among community leaders and citizens. Responsibilities include assisting in the application and enforcement of the county’s Floodplain Ordinance, contributing to the management of the FEMA Community Rating System (CRS) to obtain discounts on flood insurance for residents, and coordinating closely with the Building Safety and Regulatory Services Department during construction and permitting processes.
Beyond regulatory tasks, the Floodplain Coordinator acts as a public liaison, communicating floodplain development requirements to various stakeholders and promoting educational outreach to enhance community preparedness. Routine field inspections and investigations help maintain compliance, and the role involves maintaining thorough documentation essential for the county’s continued eligibility in key FEMA programs. This position also collaborates with state and federal officials during program reviews and outreach visits. Job Requirements
- Bachelor's degree in natural risk management, floodplain management, emergency management, environmental science, engineering, planning, physical or natural science, geographic information systems (GIS), or a closely related field
- At least two years experience in floodplain management or a related field
- Training and background in the national flood insurance program (NFIP) and federal emergency management or any equivalent combination of experience and training
- Must possess and maintain a valid driver's license
- Must possess or be able to obtain the GSWCC Level IB or Level II certification within six months of hire
- Must possess or be able to obtain the certified floodplain manager (CFM) certificate within twelve months of employment
- Must possess or be able to obtain the UAS drone pilot certificate within twelve months of hire
Job Qualifications

Job Duties
- Assist in coordinating the county's Floodplain Management Program to meet FEMA NFIP requirements
- Assist in applying the county's Floodplain Ordinance, regulations, and inspection processes related to floodplain management
- Oversee the county's FEMA Community Rating System for flood insurance discounts and develop plans for improved ratings
- Coordinate with the Building Safety and Regulatory Services Department on floodplain management during permitting and construction
- Promote public awareness of floodplain management through speaking engagements and advertising
- Conduct routine field reviews and respond to complaints regarding floodplain ordinance compliance
- Explain floodplain development requirements to community leaders, citizens, and the public
