The Facilities Operations Manager (FOM) at Norfolk Botanical Garden plays a crucial leadership role overseeing all aspects of building maintenance, equipment upkeep, and internal service operations across the expansive garden. This role requires a highly organized, hands-on manager who brings extensive experience in facility management, maintenance, and vendor relations. The FOM collaborates with the facilities team to develop and manage budgets, negotiate contracts, and implement preventative maintenance strategies that maximize efficiency and asset longevity. Reporting to the Facilities Directors, the manager supervises Facilities Technicians and maintains high operational and safety standards.

This full-time role is exempt under the Fair Labor Standards Act (FLSA) and requires availability during some weekends and evening shifts, reflecting the nature of facility needs and event schedules at the garden. The position pays between $24.00 and $26.50 per hour, supporting a skilled professional seeking a challenging and rewarding career in facilities management within a nonprofit, environmentally focused organization.

The ideal candidate will have a bachelor’s degree or equivalent experience in a related field, strong leadership and communication skills, and extensive mechanical knowledge including HVAC, electrical, plumbing, and carpentry. The Facilities Operations Manager will also act as a key liaison with local government agencies and emergency service providers, ensuring compliance with regulatory requirements, facilitating emergency preparedness, and supporting the success of garden-wide events.

Physical demands of this role include the ability to lift up to 50 pounds, work outdoors in variable weather conditions, and operate equipment such as golf carts and power tools. The maintenance of a safe work environment and adherence to all safety protocols is paramount.

Job Requirements

  • Full-time employment, 40 hours per week

  • 18 years of age or older with valid driver’s license and proof of insurance
  • Must have the ability to lift up to 50 lbs
  • Must have the ability to work outside for 8 hours in heat, cold or light rain and can continuously walk, stand, bend, twist and/or stoop
  • Must have the ability to push, pull and perform manual labor during working hours
  • Must have the ability to work on ladders for extended periods
  • Must have the ability to drive a golf cart
  • Must be able to perceive sounds at normal speaking levels with or without correction, speak effectively, and perceive depth accurately
  • Must be able to care for and have the ability to use all issued equipment such as hand tools, hammers, safety belts/vests, safety glasses, etc

Job Qualifications

  • Bachelor’s degree in a related field or equivalent experience of a minimum of 5-7 years in maintenance or related field
  • 3-5 years of supervisory experience
  • Certified Facility Manager (CFM), Facility Management Professional (FMP), OSHA 10 or 30-hour certification or CPR/First Aid a plus
  • Extensive mechanical expertise and knowledge of equipment and building systems
  • Strong experience in electrical, plumbing, or carpentry highly preferred
  • Proven ability to work independently, take initiative, and lead by example
  • Strong customer service and communication skills

Job Duties

  • Direct and oversee the maintenance and upkeep of all buildings, utilities, HVAC systems, power tools and equipment, boats, trams, golf carts, and other vehicles
  • Develop, prioritize, and oversee departmental work plans and preventive maintenance schedules to maximize operational efficiency, asset longevity, and service quality
  • Lead and supervise Facilities Maintenance personnel by establishing daily work priorities, delegating assignments, monitoring operational performance, fostering employee development and accountability, conducting performance evaluations, and exercising supervisory authority in recruitment, disciplinary actions, corrective coaching, and termination decisions consistent with Garden policies
  • Coordinate departmental staffing, schedules, and resources to ensure timely completion of maintenance projects, custodial operations, and work orders while maintaining established service standards
  • Develop budget recommendations for the Facilities Department
  • monitor expenditures, evaluate utility and energy usage, and recommend cost-saving initiatives while overseeing telecommunications, security, and alarm system operations
  • Prepare, analyze, and present operational reports to the VP of Facilities & Infrastructure, providing updates on staffing, departmental performance, capital projects, budgets, safety initiatives, and operational metrics
  • Ensure departmental compliance with applicable permits, licenses, inspections, environmental regulations, and safety requirements while directing relationships with vendors, contractors, and service providers to ensure quality performance and contractual compliance
  • Direct the preparation, scheduling, and operational readiness of meeting rooms and event spaces, coordinating Facilities support to meet the needs of all Garden departments and organizational events
  • Serve as one of the primary Facilities representatives to liaison with the City of Norfolk Police Department, Fire-Rescue, regulatory agencies, utility providers, and other external partners on operational, emergency preparedness, and facility-related matters
  • Lead Facilities operations for Garden-wide events by coordinating staffing, logistics, equipment, setup, breakdown, and operational support to ensure safe and successful event execution
  • Identify opportunities to improve departmental processes, operational efficiency, workplace safety, and customer service, and implement approved process improvements in alignment with organizational goals
  • Perform other supervisory and operational duties as assigned
