NIH is seeking an Executive Housekeeper (EH) to lead and manage the Environmental Services (EVS) and Linen Distribution department. This leadership role demands a seasoned management professional to oversee daily operations across multiple NIH campus buildings, including the NIH Clinical Center and various research and administrative facilities. The EH must ensure full compliance with contract obligations, NIH infection control protocols, Joint Commission Environment of Care standards, CDC/HICPAC infection prevention protocols, and applicable federal healthcare environmental cleaning requirements.
As an operational liaison, the EH bridges the organizational goals of Teya Support Services, the contracted service provider, with NIH's facility management teams. This role involves managing a complex, multi-shift workforce to deliver seamless environmental services within a large and highly sensitive healthcare and research federal environment. The EH is responsible for monitoring and maintaining performance in line with contract performance thresholds, quality assurance surveillance plans (QASP), and performing detailed coordination with the Contracting Officer's Representative (COR), ensuring project deliverables meet or exceed NIH’s strict standards.
The ideal candidate brings a minimum of five years of healthcare environmental services management experience, preferably within a large federal or healthcare institution, with strong familiarity with NIH operational environments highly desired. This position requires a Certified Environmental Services Executive (CESE) or equivalent certification by IEHA or AHE, with certifications remaining current throughout the contract period. Candidates are expected to have advanced proficiency in management systems, developed communication skills, and a proven ability to adapt to emergent conditions such as infectious disease outbreaks or emergency facility events.

Job Requirements
- Must have thorough knowledge of EVS policies NIH contract and regulatory standards including TJC CDC OSHA NIH DFM
- Must be willing and able to assist in NIH Clinical Center emergency response maintaining current training in disaster preparedness and HIPAA
- Must be available for all shifts in 24/7 operational environment including weekends and holidays
- Must perform duties ensuring confidentiality privacy and safety of NIH patients staff and visitors
- Must comply with HIPAA NIH privacy policies federal standards governing PHI
- Must complete federal background investigation and pre-employment drug screening
- Must maintain active CESE or equivalent certification
- Ability to adapt quickly to emergent operational conditions
- Physical capability to perform extensive walking bending stooping and administrative work
Job Qualifications
- Certified Environmental Services Executive (CESE) or equivalent AHE certification
- Minimum five years healthcare EVS management experience in medical treatment or research facilities
- Knowledge of linen distribution AHE/ISSA standards and federal contracting requirements including SCA and CBAs
- Advanced proficiency in Microsoft Office and EVS management systems
- Strong written and verbal communication skills
- Proven ability to manage diverse multi-shift workforce in complex environments
- Demonstrated COR relationship management and contract deliverable performance
Job Duties
- Directs all daily EVS and linen distribution operations across NIH facilities including formulating work schedules
- Monitors and manages departmental expenses labor budgets and supply inventories
- Implements schedule and staffing adjustments responding to contract modifications and emergencies
- Conducts routine quality inspections ensuring compliance with NIH policies and federal standards
- Maintains performance metrics prepares reports and interfaces with COR and NIH stakeholders
- Attends NIH committee meetings submits monthly QASP deliverables
