D.R. Horton is currently seeking a full-time Entitlements Manager to join their team in Albuquerque, New Mexico. This role is pivotal in facilitating the development process of land acquisition and project planning by overseeing entitlements and due diligence. The Entitlements Manager will be responsible for coordinating all necessary approvals and negotiations with governmental entities to ensure the feasibility and successful entitlement of properties. This includes managing the preparation and submission of subdivision plans, securing zoning changes, and handling related permits. The Entitlements Manager will lead and manage the Entitlements or Land Staff, ensuring all project activities align with company goals and schedules. Duties include conducting comprehensive due diligence and feasibility analyses before acquisitions, coordinating with consultants such as civil engineers and land planners, and managing relationships with utility companies for infrastructure needs. The role requires frequent interaction with local executive teams, city staff, and the public through meetings and hearings, underscoring the importance of strong communication and interpersonal skills. Critical to this role is the ability to meet tight deadlines, maintain high accuracy, and work effectively under pressure.
Candidates must possess a bachelor’s degree or equivalent experience with several years in land entitlements or related fields. Preferred qualifications include registration as a planner or engineer. The ideal candidate will have the ability to handle multiple projects, deliver effective presentations, and interpret technical documents pertinent to land development. Physical demands include the ability to sit for long periods, use hands and fingers for handling and feeling, and requirements for vision that include close and peripheral capabilities. Moderate noise levels are typical in the work environment.

- Bachelor's degree from a four-year college or university and five years of related experience and/or training or a high school diploma or general education degree (GED) and seven years of related experience and/or training
- Excellent interpersonal, written and verbal communication skills
- Ability to deliver effective and engaging presentations to various audiences
- Ability to focus under pressure and meet tight deadlines with high accuracy and attention to detail
- Ability to apply common sense understanding to carry out instructions
- Proficiency with MS Office and email
- Ability to sit for the majority of an 8-hour workday and use hands and fingers to handle or feel

Job Duties
- Plan, direct and manage the activities of the Entitlements Staff or Land Staff
- Complete due diligence/feasibility analysis of projects prior to acquisition
- Obtain entitlements for projects including all governmental approvals and negotiations with public agencies
- Oversee preparation, submittal and approval of subdivision related plans and permits
- Manage daily activities in the due diligence process pertaining to obtaining entitlements from jurisdictional authorities
- Plan, direct and manage activities of consultants performing due diligence and entitlement services
- Review and evaluate consultant scopes of work, development agreements, site plans, technical reports and data
- Establish contact and working relationships with utility companies for project services
- Research and organize project costs to create feasibility budgets
- Determine offsite utility and roadway improvements required for project feasibility
- Work with local executive team to determine product mix and project viability
- Attend meetings with city staff, development teams, public hearings and neighbor meetings
- Review civil construction documents for consistency, cost saving, and constructability
- Conduct business professionally and ethically
- Ability to travel overnight
