The position of Enterprise Voice Engineer, located at Ford Island, HI, offers a crucial role in sustaining, maintaining, and managing DISA’s voice communication services within this high-security environment. This role demands deep technical expertise in enterprise voice systems, including IP voice and video communications infrastructure. The engineer will be responsible for performing extensive engineering tasks on complex, large-scale, and highly resilient IP voice networks to assure uninterrupted and secure communication services.

The Enterprise Voice Engineer will manage, configure, troubleshoot, and assure service availability for voice, video, and data network services. They will carry out system maintenance, support capacity planning, document configurations, and execute change management processes to ensure system integrity and operational readiness. Proficiency in Cisco and Juniper routing and switching devices is essential, along with expertise in security practices such as supporting distributed firewall infrastructures.

Technical responsibilities extend to configuring detailed voice network components such as calling search spaces, route plans, route partitions, route lists, and device profiles. The engineer will analyze and resolve complex problems related to SIP signaling, call flows, remote site registration, and media issues, maintaining high service availability and performance. Input into technical policy development, work instructions, and enterprise IP telephony reporting is also expected, reflecting the strategic importance of this role in shaping the security and functionality of defense communications.

Applicants must hold requisite certifications such as DoD 8750 at IAT level II, Security+ CE, or equivalent, alongside an active Secret security clearance. Experience with Cisco Unified Communications Manager (CUCM), Cisco Unity, Cisco Unified Border Element (CUBE), Oracle Session Border Controller (SBC), and Avaya Aura Application Server is strongly required. This expertise must be complemented by demonstrated skills in fault analysis for complex network and voice system issues.

Preferred qualifications include knowledge of Secure Real-Time Transport Protocol (SRTP), familiarity with voice codecs (G.711 and G.729), experience with soft switches like Cisco Unified Communications Manager and Avaya Aura, and capabilities in supporting security infrastructure including IPSec MPLS VPN and BGP routing protocols. Familiarity with Quality of Service (QoS) practices and IPSec troubleshooting will further enhance an applicant’s suitability.

Job Requirements

  • Requires BS degree and 2-4 years of prior relevant experience or Masters with less than 2 years of prior relevant experience
  • Currently possess DoD 8750 certification at IAT level II, Security+ CE or equivalent to meet requirement
  • Experience with Cisco, Avaya or Oracle voice platforms including Cisco Unified Communications Manager (CUCM), Cisco Unity, Cisco Unified Border Element (CUBE), Oracle Session Border Controller (SBC) and Avaya Aura Application Server
  • Expertise in SIP internetworking signaling and call flow
  • Demonstrable experience of advanced fault analysis to isolate and diagnose network problems for routing, switching, security and large scale voice implementations

Job Qualifications

  • Experience with one or multiple Cisco, Avaya or Oracle voice platforms including Cisco Unified Communications Manager (CUCM), Cisco Unity, Cisco Unified Border Element (CUBE), Oracle Session Border Controller (SBC) and Avaya Aura Application Server
  • Expertise in SIP internetworking signaling and call flow
  • Demonstrable experience of advanced fault analysis to isolate and diagnose network problems for routing, switching, security and large scale voice implementations
  • Currently possess an active Secret security clearance
  • Working knowledge of Secure Real-Time Transport Protocol (SRTP) including associated G.711 and G.729 codecs and Digital Tone Multi Frequency (DTMF)
  • Experience with Cisco Unified Communications Manager and or Avaya Aura soft switches
  • Experience with Oracle SBCs and other voice media gateway appliances
  • Experience supporting distributed firewall infrastructure
  • Experience creating/supporting IPSec MPLS VPN infrastructure
  • Experience implementing and supporting BGP routing protocols
  • Experience designing, configuring and troubleshooting QoS classification, marking and prioritization of network traffic (voice, critical applications, etc.)
  • Familiarity with IPSec implementation and troubleshooting

Job Duties

  • Perform engineering tasks to maintain a large, complex and highly resilient IP voice and video communications infrastructure
  • Manage, configure, troubleshoot and assure service supporting all aspects of a voice, video and data network
  • Perform system maintenance, support capacity planning activities and complete configuration change actions and documentation efforts
  • Configure and implement calling search spaces, route plans, route partitions, route lists and device profiles
  • Configure Cisco or Juniper routing and switching devices
  • Support distributed firewall infrastructure
  • Provide input in the development of technical policy, work instructions and reporting in support of an enterprise IP telephony network
  • Analyze and resolve complex technical problems utilizing foundational knowledge of SIP signaling and call-flows
  • Analyze and resolve remote site registration, signaling and media problems
  • Configure route plans, route lists, device profiles, calling search spaces, and route partitions
  • Validate change requests and ensure accuracy
  • Perform fault analysis and configuration of voice subscribers, call handlers and call routing rules
  • Perform fault analysis and configuration of Cisco and or Juniper routing and switching rules
